I. Call to order: H. Garner called the meeting to order at 3:57 pm.
11. K. Agee submitted his resignation from the Board of Trustees effective October 17, 2016. M. Rice moved
to accept K. Agee's resignation; S. Clark seconded. All voted AYE (with regret). After thanking library staff and
board members for their service, K. Agee departed the meeting.

1. August 15, 2016: M. Rice moved to approve the minutes; S. Clark seconded. All voted
AYE.
IV. Resolution to confirm Foundation Board's proposed new members: M. Rice moved to remove this item from
the consent agenda for discussion. No objection. M. Rice moved to approve nominees Carolyn Henderson
Allen, Connie Hendrix-Kral, Amy Martin, Jacinda Smith and Patty Sullivan as directors on the FPL Foundation
Board with the understanding that each obtain a library borrowing card. B. Boudreaux seconded. All voted
AYE. H. Garner moved to recommend K. Agee as a new Foundation director. M. Rice seconded. All voted AYE.

A. Upcoming events — The True Lit festival is under way. Author Louis Sachar will speak Wednesday,

1. Management reports
a. Performance measures — Wireless usage is climbing; circulation is trending down.
b. August 2016-September 2016 strategic plan progress — Study rooms continue to be
heavily used, and the Books and Bites program has been successful. S. Du Preez was
hired as Development Director and L. Frieden as Adult Services Librarian. Staff will
report back to the Board on the number of e-cards distributed to private schools.
2. Financial reports
a. Budget to actual through September 30, 2016 — Revenues and expenditures are
tracking.
3. Informational
a. Library expansion project update: The Supreme Court has not yet issued an opinion.
(1) Architect and construction manager selection: City and library staff are jointly
drafting RFQs.
(2) Millage: Nothing new to report.
(3) Bonds: The city won't sell bonds until there is a decision on City Hospital and
the design process is further along.

(4) Anders Dahlgren- Library Planning Associates will again do data analysis to
plan the expansion, and will be on site November 10-11 working with staff.
b. True Lit update: Altrusa is a potential new partner for 2017, and school librarians
would like a middle school component in the festival.
c. Fayetteville Public Library Foundation
a. Capital campaign update: The Development Director is assembling a leadership
committee and a marketing plan to be implemented after a city hospital decision.

A. NWA Economic Development District grant: Thanks to State Senator Uvalde Lindsey, FPL received
$15,000 to replace its mobility scooters.

B. Discussion items
1. 2017 Budget: The budget calls for programming just over $5 million, and begins the
process of-replenishing-cuts made-in.previous years.—Priorities are to shore up the materials
budget and add staff hours to critical positions. The total change in FTEs is 3.85; most are
hours added to existing positions for safer coverage during open hours. The budget proposes
$555,000 in new expenses - the majority for library services and transfers to reserve funds for
emergencies. In addition, our strategic plan calls for $3.1 million in reserve to cover 6 months'
worth of operating expenses. Staff is suggesting $5 million for greater safety. Because the
Foundation will be paying expenses for the Development Office, its annual transfer to the library
will be suspended for 3 years. The Expansion Fund will exist only during the 3 years of planning
and building. Shared Programming is a new category that captures inter-departmental-programs.
The administrative budget contains an allowance to (1) adjust pay based on the salary survey as
well as (2) to implement a raise. The salary survey and pay plan recommendations will be
presented at a future board meeting. The draft budget will be posted on the library's website. In
response to a board request, staff will assess the cost of staying open additional hours during
exam weeks.

IX. Executive session to conduct performance review of executive director.
The board returned to regular session at 4:55 pm. M. Rice moved to make any raise given FPL
employees apply by the same percentage to the executive director. S. Clark seconded. All voted AYE.
M. Rice will prepare a letter of goals and objectives for the upcoming year for the executive director's
personnel file.

Background:
Existing policies require minor edits to accurately reflect current practices.

Policy: Computer Resources and Internet Access
The Fayetteville Public Library's mission is to strengthen our community and empower our citizens with free and public access
to knowledge.
In accord with its commitment and continued efforts to provide access to informational, educational, cultural, and recreational
resources and services for the community, the Fayetteville Public Library ("FPL") makes available computer resources to
patrons. In providing access to computer resources, the FPL supports the principles expressed in the American Library
Association's Library Bill of Rights, Freedom to Read, and Freedom to View statements, and adheres to relevant provisions of
federal and state law.
All persons using the FPL's computer lab, workstations or laptops('`users")must have a valid FPL library card in good standing
or a visitor's pass.These users and users of the FPL wireless network do hereby agree to adhere to the following conduct code:
1. Use computers for lawful purposes only.
2. Refrain from viewing pornographic visual materials or content that by contemporary community standards
would be considered obscene.
3. Users will access FPL computer resources with their own library card or guest pass only. Using another person's library
card or guest pass is not permitted.
4. Users are responsible for any damage caused to computer equipmentlhardware and/or software.
5. Users will respect and abide by copyright laws and licensing agreements.
6. Users will not make any attempt to gain unauthorized access to restricted files or networks; or to damage or modify
computer equipment or software.
7. Users will comply with any time limitations on computer accesslusage implemented by FPL staff.

FAYETTEVILLE --The library won't have to drastically cut its programs and services and can start to
replenish materials, personnel vacancies and reserve funds next year because of the voter-
approved millage increase.
The library Board of Trustees on Monday saw for the first time the proposed $5 million operating
budget for 2017. Voters in August approved raising the library's 1-mill city property tax by 1.5 mills
for maintenance and operations.

Voters also approved imposing temporarily 1.2 mills to put toward construction of the library's $49
million proposed expansion. The expansion hinges on an Arkansas Supreme Court decision on the
sale of the adjacent City Hospital land. The library will expand south if justices rule in the library's
favor to allow the $2 million sale from Washington Regional Medical Center. If not, the expansion will
go upward on top the library's existing building.
The 2017 budget separates the 1.5 mills for maintenance and operations -- 0.6 mills for the current
library and 0.9 mills for the expansion.
The 0.6 mills will generate about$850,000 for next year, according to the proposed budget.
Restoring the cuts made since 2013 will take several years.
The 0.9 mills eventually will go toward maintenance of the library's expansion, which tentatively
should open in 2021. In the meantime, those funds will go into a long-term reserve, library Executive
Director David Johnson said.
The library didn't have enough operating revenue to cover its services for 2013 through 2016, which
led to the vote on a millage increase, said Stephen Davis, the library's manager of Accounting and
Human Resources.
The biggest cuts went to programs and materials. The library cut its budget for materials, such as
books, magazines, DVDs, CDs and all the other things one checks out by $84,500 in 2015. That cut
remained for this year's budget.
Expenses for program supplies and performances saw an average reduction of just under $34,000
each year since 2013. Other areas, such as personnel services, saw drastic cuts. The library cut its
personnel expenditure by $94,065 in 2015, for example.
"Now that we've got the millage, we can start replacing some of these cuts," Davis said.
The 2017 budget calls for$672,830 put toward materials as opposed to $572,148 for 2016. Its
allocation for program supplies, services and speaker fees would go up to $53,900 to expand the
True Lit festival and bring public figures and performers.
Also, the hiring freeze will come to an end. The board on Monday rescinded the freeze, which had
been instituted since June 2015. The library immediately seeks to fill vacant marketing manager and
children's librarian positions and will combine two open positions into one for development and
outreach, Johnson said.
"This year there really are no brand spanking new positions," he said. "It's all about filling holes and
bringing other people up and adding hours to the current workforce."
The Board of Trustees will vote on the budget next month or December. If the state Supreme Court
makes a decision before the end of the year it would only affect the long-term goals of the library's
plan, not its operational budget for next year, Board President Hershey Garner said.
