WHEREAS, on May 15, 2007, the Fayetteville City Council passed Ordinance No. 5015 which created
R-PZD 07-2452 (The Links); and
WHEREAS, the owner of The Links now requests permission to add provisions into R-PZD 07-2452 to
authorize the construction and use of a clubhouse and swimming pool on a 0.4 acre portion of R-PZD 07-
2452.
NOW, THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the owner's request
to amend Residential Planned Zoning District 07-2452 (The Links) to authorize the construction and use
of a clubhouse and swimming pool in the central greenspace square area of the development (about 0.4
acres) to provide amenities and a gathering space for residents of the neighborhood. All other terms and
conditions remain in full force and effect. y11

GOLF CLUB DR. The property is zoned R-PZD, RESIDENTIAL PLANNED
ZONING DISTRICT and contains approximately 0.40 acres. The request is to
amend R-PZD 07-2452 to add a clubhouse and swimming pool.
RECOMMENDATION:
The City Planning staff and Planning Commission recommend approval of ADM 16-5564 to
amend the Links at Fayetteville PZD to add a clubhouse and swimming pool subject to the
following conditions:
Conditions of Approval:
1. All conditions of approval from the previously approved R-PZD 07-2452 Links at
Fayetteville shall apply.
2. Approval of this PZD modification does not grant approval of the development details for
the project. The proposed clubhouse will be required to be reviewed for compliance with
all Unified Development Code requirements as part of the standard development review
process. Development improvements include but will not be limited to new sidewalk and
street trees around the street frontage of the square.
The proposed PZD amendment is depicted in Exhibits 'A' and 'B' (attached).
BACKGROUND:
The property contains 152.23 acres and is located on the north side of Wedington Drive and east
of Rupple Road, with frontage on both of those streets. The property is developed with the Links
at Fayetteville apartment complex and golf course. Bryce Davis Park is located directly adjacent
to the east, as well as some single family subdivisions and multi -family development. To the north
is undeveloped farmland. On May 15, 2007 the City Council approved R-PZD 07-2452 (Links at
Fayetteville). The approval granted zoning and land use approval for development of 1,221
residential dwelling units, 91,800 square feet of non-residential/commercial space, and 16,388
square feet of recreational buildings.

Request: The applicant proposes to amend the Links at Fayetteville PZD to allow for the
development of a pool and clubhouse in the greenspace 'square' portion of the site. The original
PZD showed greenspace in the middle of the square (see PZD master plan).
Public Comment: Staff has received no public comment.
DISCUSSION:
The subject property is the greenspace island in the central 'square' portion of the Links
development. Staff finds that permitting a clubhouse building and pool as proposed at this location
would provide valuable amenities and a gathering place for residents in the neighborhood. There
is an existing clubhouse located closer to Wedington Drive, however, given the scale of this 152-
acre site having multiple common gathering places is appropriate.The clubhouse will be accessed
from on -street angled parking spaces located around the perimeter of the square. The conceptual
design of the building is consistent with the other clubhouse building and multi -family buildings in
the development.
On September 12, 2016 the Planning Commission forwarded the applicant's request to amend
the Links at Fayetteville R-PZD with a recommendation for approval by a vote of 8-0-0 on consent
agenda.

DISCUSSION:

A copy of the relevant pages in the PZD booklet for this Planning Area along with a proposed site
plan and elevation of the clubhouse has been attached to this report.
Public Comment: nt: The applicant notified all property owners in writing within 100 feet of the Links
PZD and also posted a public notice sign on the property. No public comment has been provided.

The town center is positioned in the center of the project, so that it becomes a destination
spot fir the community and surrounding neighborhoods. The area can }lost a myriad of
occupants and offers a slightly more urban feel with the option of 1 and 2 bedroom
