SUBJECT: Approval of Change Order #1 in the amount of $390,568.20 with Sweetser
Construction, Inc. for the Rupple Road —Persimmon to Congressional
Project.
RECOMMENDATION:
Staff recommends City Council approval of Change Order #1 in the amount of $390,568.20 with
Sweetser Construction, Inc. for the Rupple Road — Persimmon to Congressional Project for the
relocation of approximately 1100 linear feet of 12" water main.
BACKGROUND:
The City of Fayetteville Engineering Division developed the design plans for the construction of
this portion of Rupple Road. Rupple Road is shown on the City of Fayetteville Master Street
plan as a Principal Arterial Parkway from Martin Luther King Blvd. (Highway 62) north to Howard
Nickell Road. The street cross section for this project includes four lanes with a center median,
a 12' trail and an 8' sidewalk.
On April 5, 2016, the City Council approved a contract with Sweetser Construction, Inc. in the
amount of $2,537,900 for the construction of this project. The notice to proceed was issued on
June 20, 2016 and construction began shortly after.
DISCUSSION:
There is an existing 12" water line that runs along the east side of Rupple along this project.
The design called for the water line to remain in place with the City Water Department making
some minor adjustments where needed. During the excavation for the roadway, it was
discovered that the portion of existing 12" water line that runs under the proposed roadway was
previously installed at a much shallower depth than expected. With the waterline being too
shallow, Sweetser Construction is unable to perform the earthwork necessary for the roadway
construction. City staff provided a design for the waterline relocation and Sweetser
Construction has provided a cost for this work and is included in this change order.
