PRAB Motion:
4. Stream Naming Proposal- Alison Jumper, Park Planning Superintendent
The Watershed Conservation Resource Center (WCRC) in partnership with
the City of Fayetteville, Beaver Water District, and Beaver Watershed Alliance
recently restored 2000 feet of an un -named tributary that flows through the
new Kessler Mountain Regional Park. A naming contest was advertised to
propose a name for the un -named tributary which eventually flows to Cato
Springs Branch, just west of the University of Arkansas and 1- 49. Proposed
names were to emphasize the local history of the area, be supported by
research and evidence, be significant and relevant to the areas adjacent to
the tributary, and consider the following:
1) Local historical context,
2) Local cultural significance,
3) Connections to natural features.
Teams were asked to submit an essay up to two pages presenting their
proposed name for the tributary and the evidence that supported their
proposed name including references. Beaver Watershed Alliance and the
WCRC sponsored the contest and judged the submissions along with the City

Trust. The name selected was "Ground Cherry Creek."
Staff Recommendation: Approval of naming the southern stream "Ground
Cherry Creek" based on the background provided. Final approval of this
naming request will be City Council.

PRAB Motion: Priest motioned to accept the minutes, Proffitt seconded the

6. Gregory Park Improvements- Brannon Pack, Executive Director OORC
Brannon Pack was present, he discussed the following regarding the Gregory
Park Improvements:
• History of Gregory Park
• Current Condition and the invasive species status
• The property would be ideal for multi -use "flow trails
• Accessibility for surrounding schools and neighborhoods
• Initial Draft (Map) detailing the three different skill level trails
• Plan Overview
o Establish Community Buy -in
■ Verbal commitments from Creative Awards and Uncle
Sam's Outfitters for trail maintenance
o Removal of Invasive Species and Corridor Clearing
o Secure Grant Funding
o Hybrid Trail Build Programming — Using volunteer efforts
o Future Park maintenance will be kept up with the Adopt -A -
Park program and a potential partnership with the City of
Fayetteville
• City Support
o Asking the city to evaluate the current parking conditions
• Woodland Junior High Access
o Asking the city to identify and install safe cross areas
• Partnership with NICA that will involve student athletes.
• Grant funding will be secured for the project.
Colwell asked if the current trail would be utilized.
Pack replied no, they will establish a new, more sustainable trail.
Priest added this would be a good opportunity for a HMR impact in Fayetteville.
Pack noted that adding this system would increase the current IMBA standing.
Lamb asked about other improvements to the park.
Pack mentioned there will be addiontal amenities in the future in additional
phases with the potential for a skills park.
Pack mentioned that they would lead volunteer efforts to clear the invasives on
the property. He added they would clear some of the invasives and leave it to
decompose and then come back later with a controlled burn to get rid of the rest.
Maxwell added the OORC hopes to eradicate all of the invasive species in the
entire park, not just the trail corridor, so the native flora could grow back. There
has been discussion about a control burn in the future to help this mission.
Lawson encouraged the OORC to look at other ways of removing the invasives
due to the potential of the smoke distribution to the surrounding neighborhoods.

Edmonston noted the controlled burn has not been discussed with staff and is
going to need further discussion and approval from the city administration before
the discussion can move forward.
Pack added that the city will be asked to evaluate the current parking conditions
at Gregory Park and secure the funding to improve the parking. Also, they will
request for the city to identify and fund a safe crossing area for the students at
Woodland Jr. High. Pack has already had discussions with Dane Eifling and he
had identified a few areas for the crosswalks.
Colwell asked if the trails will be directional.
Pack replied that most of the trails would be downhill and they will have well-
defined sight lines for added safety.
Lawson asked if there are plans to build a restroom.
Edmonston noted that typically neighborhood parks do not have a restroom.
Jason Mazanec, with Uncle Sam's Safari Outfitters and Steve McBee, owner of
Creative awards, were both present in the audience and expressed their support
for the project.
Chris Lankford, a neighborhood resident, also expressed his support for the
project. He added that improving the park maintenance will also help with the
security of the surrounding neighborhoods and help to minimize the suspicious
activity within the park.
Alison Jumper, Planning Superintendent, presented the staff recommendation to
approve the project in concept with the following conditions:
1. Trail alignment to be approved by Parks & Recreation Staff
2. If staff support is requested for invasive removal, timing of the removal
must be coordinated and approved by staff
3. Maintenance agreement with OORC for the trail improvements
4. If a chipper is to be used for invasive removal, it must be provided by
OORC
5. Pump track/skills Park would require approval in the future
Jumper added that the transportation department would have to examine the
request from OORC about the crossing walk.
Edmonston added that the Veteran's Hospital would also be able to utilize the
park and the improvements as well. She also noted that further discussion
and approval will be required for the control burn.
PRAB Motion: Lamb motioned to approve staff's recommendation for the
improvements to Gregory Park, Colwell seconded the motion. The motion
passed 9-0-0.

7. 2017 Budget Proposal — Parks & Recreation Staff
PRAB is responsible to approve the annual budget of the Parks and Recreation
Department according to City Code.
Edmonston presented the following 2017 proposed budget information:
• Operations Expenses (Parks Development and General), Capital Fund
Project Expenses, Revenues and Expenses, Total Capital Expenses,
2017 Operational Budget, and the current HMR for 2016.
Jumper presented the following 2017 proposed budget information:
• Park Development Fund and the Sales Tax projects.
Lamb asked if these all of the capital improvements projects planned for the year.
Edmonston noted this was for 2017, a complete list of all the projects will be
detailed at the 2017 PRAB orientation meeting in January.
Humphry presented the following 2017 proposed budget request information:
• Requests for additional maintenance staff and equipment
Crow presented following for the 2017 proposed budget for recreation program
and special events.
Lamb asked if the registration fees will be changed.
Crow replied no, they were increased the previous year.
Lamb asked if there had a been a lot of negative response from the price
increase.
Crow said he was not aware of any negative responses.
Lamb wanted to make sure that everyone can afford to participate in the
programs and that no one is turned away due to financial restrictions.
Crow said that no one has been turned away.
Staff reminded the Board that all programs at the YRCC are free.
Crow discussed the revenues for the Fayetteville Race Series.
Lawson asked if the revenues from the Race Series go back to the parks budget
or the general fund.

Edmonston replied the funds go back into the general fund. The event
coordinator position is covered by the revenue and in-kind donations from the
events.
Proffitt asked if the city could replicate an event similar to Slide the City.
Edmonston replied it would be hard to shut down city streets.
Lamb asked if it would ever be perceivable for the adult program revenue,
beyond the expenses, to be applied the children's sports programs so the
registration costs would stay low.
Edmonston said she could mention it to administration.
Lamb said it might be good to make this recommendation in the future so there is
more support for children's programs.
PRAB Motion:
Colwell motioned to accept the proposal, Lamb seconded the motion. The
motion passed 9-0-0.
8. Other Business:
1. Lamb asked if the AmeriCorps Team could coordinate their volunteer efforts
with the work at Gregory Park.
Byron replied it might be possible, but they would have to coordinate their visit
during the Gregory Park improvements.
2. Lamb mentioned that he would like to see the park land between Gregg and
West Ave, along the trail, be developed into usable park land and turn it into a
corridor with the new library edition.
Edmonston said there might be an opportunity for input when the library
presents their master plan for input. Staff could also mention it to the library
director.
Lamb asked what the other Board members could do to help the effort.
Maxwell suggested nominating someone to discuss the idea with the library
board.
Edmonston said there will need to be further discussion.
3. Lamb asked if Matt Mihalevich could be present at future PRAB meetings and
give trail updates to the Board.

Edmonston said she will ask Mihalevich to come in November.
Edmonston reminded the Board that Nov. 18th is Lights of the Ozarks.

Kessler Mountain Stream Naming
Dear BWA and WCRC staff, I would propose the name "Ground -cherry Creek" for the unnamed creek
located on Kessler Mountain.
The Fayetteville Natural Heritage Association (FNHA) contracted with the Arkansas Natural Heritage
Commission (ANHC) to conduct a rapid ecological assessment of the Kessler Mountain Reserve. Theo
Witsell a Botanist and Ecologist with the ANHC inventoried data on six different trips to Kessler
Mountain between April and October of 2014. The inventory documented 11 natural habitats and 544
plant species in the area. Five habitats were identified as being especially ecologically significant to the
site. In all, nine rare plant and animal species were identified, two of which are considered to be of
global concern.
The Ecological Assessment goes on to state: "Prior to its rediscovery at Kessler Mountain in 2014,
Missouri ground -cherry (Fig. 31) was known in Arkansas from just a handful of collections made
between 1923 and 1953 in five Ozark region counties: Benton, Carroll, Fulton, Newton, and Washington
(ANHC 2015; Gentry et al. 2013). One of these historical specimens was collected from "Kessler
Mountain, Washington County" by W. Giles on October 6, 1934 but was not documented from that area
of the state again until the present study, 80 years later.
Arkansas isn't the only state where Missouri ground -cherry seems to have gone missing either. George
Yatskievych, director of the Flora of Missouri Project, reports that only two of the Missouri records for
the species are from after 1960 (G. Yatskievych, pers. comm.). Missouri is the center of the species'
narrow range, which also includes northern Arkansas, part of eastern Kansas, two counties each in
Oklahoma and Nebraska, and one county in Texas. Dr. Yatskievych also says that the species is "known
almost entirely from historical collections across its range, which is troubling". The cause of this
apparent decline is unclear but much of the appropriate habitat for Missouri ground -cherry (areas of
loose soil and rock (talus) at the base of calcareous bluffs) at Kessler Mountain has been choked out by
two species of non-native invasive shrubs: bush honeysuckle (Lonicera maackii*) and perfumed cherry
(Prunus mahaleb*). Encroachment by these and other invasive species in bluff and talus habitat is
having a negative impact on native species across the Ozarks and may play a role in the scarcity of
Missouri ground -cherry, at least in some areas."
The City of Fayetteville has shown that it is committed to addressing issues related to invasive plants
that can damage native habitats with its' recently adopted an Invasive Plant Species Ordinance that
prohibits the planting of eighteen identified invasive plants in new developments. Additionally, the City
has created education materials for the public that allow residents to identify, eradicate and replace
invasive plants with native plants. These materials can be found here: http://www.fayetteville-

In closing, I think that finding a globally rare plant on Kessler Mountain is pretty amazing. The fact that
invasive plants are altering our distinct Ozark habitats, and that native plants are disappearing, is very
concerning. Naming this tributary Ground -cherry Creek would celebrate the specialness of this place
while educating the public on the fragility of native Ozark plant and animal habitats.

Parker Investments LLC is proposing a 4.93 -acre development consisting of a Single Family Subdivision and a
Mufti -Family Cottage Development. There will be detention on the site to accommodate both developments.
The proposed multi -family development will sit on roughly 2.58 acres Northeast of the intersection of Hwy 16
(Old Wire Rd) and N. Oak Bailey Dr. There will be a total of 12 residences w/ the following mix of units: (7) three
bedroom two bath units; (4) one bedroom one bath units; and (1) two bedroom and one bath unit. Parking for the
cottages will be (2) covered spaces per unit, Proposed amenities for the cottage development at this time will include
a Clubhouse, picnic area and a playground area.
The proposed single family RSF-4 Subdivision will consist of (10) lots, sitting on the remaining 2.35 acres Northeast
of the intersection of Hwy 16 (Old Wire Rd) and N. Oak Bailey Dr. The access point for both proposed developments
will be on the same street, namely N. OakBailey Dr.
The developer is proposing to donate money in lieu of parkland as the site is very small with fairly steep terrain
& would create a "pocket" park that is undesirable from parks staff comments in the past.
