TRANSPORTATION BOND PROGRAM
PROGRESS REPORT — July, 2016
The Transportation Bond Program consists of projects that will be designed, contracted, and
administered by City Staff or consultants/contractors working for the City, along with 5 projects
that will be designed and administered by the Arkansas State Highway and Transportation
Department (AHTD). Thirteen (13) projects have been completed; all projects in the original
program are underway and are in various stages of design or construction. In April 2013,
several additional projects were approved by the City Council. A summary of the status of all
projects in the program follows below.
Funding for the Bond Program includes $65.9 million in bonds along with federal aid funding
and additional sales tax funding from the City's Capital Improvements fund.
1) VAN ASCHE DRIVE (GARLAND AVE. TO GREGG AVE.)
a. Project Summary:
• Widening and alignment of Van Asche Drive from Gregg Avenue to Garland
Ave. (Hwy 112)
• Project Construction Budget: $4.56 million
• Construction contract was awarded to APAC-Central for $4,587,250.
• Notice to Proceed was issued on March 31, 2014. CONSTRUCTION
COMPLETE September, 2015.
• Van Asch/Hwy 112 Traffic Signal. CONSTRUCTION COMPLETE June
2016.
• Tree Planting Project. CONSTRUCTION COMPLETE June, 2016.
2) RUPPLE ROAD (MLK JR. BLVD. TO MT. COMFORT RD.)
Project Summary
• Includes Extension of Rupple Road as a 4-lane boulevard from south of Owl
Creek School to Martin Luther King, Jr. Blvd, widening between Persimmon
Rd. and Starry Night View, and new location, bridge, and intersection
between Starry Night View and Mount Comfort Road. The project will be
completed in three separate segments
• Total project budget: $13.5 million; includes $2.5 million in federal-aid
funding.
• The City Council re-affirmed the cross section as a 4-lane boulevard on
March 18th, 2014. Detailed design efforts began on all three segments shortly
thereafter.
a. Martin Luther King, Jr. Blvd-Persimmon St. (Construction began in September
2015 & will be completed Summer 2016)
• This is a new segment that will extend Rupple Road to MILK Blvd. Recent
and upcoming activities include:
• Sweetser Construction was awarded the construction contract on August 18,
2015. The contract amount was $7,307,280.

• Notice to Proceed for Construction was issued on September 14, 2015.
• Substantial Completion scheduled for August 14, 2016.
• The roadway subgrade is mostly complete and base material has been
installed on much of the project.
• The precast box culvert installation at Farmington Branch is complete.
• Storm sewer installation is 95% complete, and approximately 50% of the
swales have been finish graded.
• Curb is complete thru the northern half of the project.
• Approximately 1100 linear feet of sidewalk has been constructed.
• Asphalt has been pushed back and is now planned for the week of July 11tH
• Patterned concrete for the roundabouts is scheduled for the week of July 11tH
but may be postponed due to asphalt installation.
b. Persimmon St.-Congressional Rd.
• Major elements of this segment include widening with a center median from
Persimmon to Wedington, intersection alignment and improvements at
Wedington, and completion of the west side of the boulevard section north of
Wedington (The segment north of Wedington will be completed if funding
allows). The project from Persimmon to Congressional is scheduled to bid in
the first quarter of 2016.
• Recent/Upcoming activities:
o We have currently acquired all of the properties necessary for the
construction.
o Plans have been approved by AHTD for the work done at
Wedington within the highway right of way.
o Sweetser Construction was awarded the construction contract on
April 5, 2016. The contract amount was $2,537,900.00.
o A pre-construction conference was held on June 8th and the
Notice to Proceed was issued for June 20, 2016. Construction
has not yet begun. The contractor will have 12 months to
complete the construction.
c. Starry Night View-Mount Comfort Rd.
• This is a federal-aid project; federal funds will supply up to 80% of the funding
for the segment. This segment includes a new bridge and a realignment of
Rupple so that it connects to the existing signal at Mount Comfort Road and
the segment of Rupple Road north of Mt. Comfort.
• Recent Actions:
o AHTD review comments on the 50% Design Plans were received on
01/12/16.
o On 10/19/15, Garver sent the signed MOA (Mayor& SHPO) to AHTD
requesting that the final signatures (AHTD & FHWA) be added for
final execution of this document. On 01/13/16, a reminder request
was sent to AHTD for sign-off& execution of the MOA document.
o On 01/15/16, the City received authorization from AHTD to utilize
permanent easements behind the sidewalks in lieu of right-of-way.
This will allow us to move forward with right-of-way exhibits for the
public meeting.
o On 02/29/16, the City received the final executed Memorandum of
Agreement (MOA) by FHWA via AHTD.
o A Public Meeting was held on March 10th at the Mt. Comfort Church of

Christ.
o Supplemental Agreement#1 adding Archeological Testing &
Mitigation services to the design contract was approved by City
Council on March 15tH
o Utility Relocation Meeting was held on April 201H
o Environmental Clearance documents were submitted to AHTD for
approval on May 2nd
o Comments on the Environmental Clearance documents were received
from AHTD on May 10th
o On June 28th, the revised Environmental documents were re-
submitted to AHTD for review and approval.
• Upcoming Activities:
o Geotechnical borings at proposed bridge foundation locations have
been scheduled for the week of July 11tH
o Submit R/W documents to AHTD for approval.
o Garver to meet with AHTD Bridge Division to discuss the required
"shy" distance for the proposed bridge.
3) MAPLE ST. AND LAFAYETTE ST. HISTORIC BRIDGES
a. Project Summary/Status
• Funding in the amount of$1 million through the Federal-aid bridge program
administered by AHTD has been secured. McClelland Consulting Engineers
(MCE) of Fayetteville is the design consultant.
• Crossland Heavy Contractors, Inc. is the contractor; construction cost is
$1,725.071.
b. Recent Actions:
• Construction Notice to Proceed was issued Monday, March 14, 2016.
• Contractor has started work on the Lafayette Bridge. The existing retaining
wall has been excavated and the contractor is designing a repair strategy to
straighten the wall.
• Contractor has removed 2 steel railings & 1 concrete baluster for repair.
Sandblasting of existing concrete is complete.
• Chipping out failed concrete from sidewalks and railings in preparation of
repairs.
• Several meetings were held to determine the most cost effective and practice
method of stabilizing the existing concrete retaining wall.
• Hydrodemolition of the Lafayette Street concrete bridge deck.
• Initial concrete sidewalk repairs on Lafayette Street bridge.
• Concrete baluster was poured supporting the repaired steel railing on
Lafayette.
• Concrete deadman anchor was poured to support the failing retaining wall on
the Lafayette Street bridge.
• Maple Street bridge concrete superstructure has been sandblasted clean.
• Installation of new bearing pads for the Lafayette Street bridge is complete.
• Two additional steel railing sections have been removed from the bridge for
repair work.
• Lighting fixture shop drawings have been submitted to SHPO for review &
approval.
• Curb & gutter has been poured along with some of the sidewalk.

c. Upcoming Activities:
• Hydrodemolition of the concrete deck.
• Concrete patching/repairs on the underside of Lafayette bridge.
• Approval to relocate the existing concrete railing by SHPO.
4) OLD WIRE ROAD (MISSION BLVD. TO CROSSOVER RD.)
Project Summary
• Includes signalization at Mission and Old Wire, installation of bike lanes, trail
and sidewalks and widening at intersections.
a. Old Wire Rd/Mission Intersection
• AHTD received bids for the project on January 13, 2016.
• Construction, to include signalization and intersection reconfiguration, began
in March 2016.
• Water and sewer relocations are complete.
• Crossland Heavy has begun work on the roadway contract for AHTD.
Construction was expected to be completed by the end of 2016. There have
been some utility delays that may push the completion time into 2017.
b. Old Wire Rd (Mission to Ash)
• The City Engineering Design Team has completed the design for the
segment between the Mission Blvd. intersection and Ash Street.
• Right of way and easement acquisition was completed in April 2016.
• This project bids were opened on June 10, 2016. APAC-Central was the low
bidder at $2,574,815.20. $1,780,867.15 of this contract is from the
Transportation Bond Fund and $793,948.05 is from the Water and Sewer
Fund. This item was approved by the City Council on July 5, 2016.
• Construction will begin in early August 2016.
c. Old Wire Rd (Ash to Stanton)
• Design 2016, Construction early 2017.
• Surveying of this project has begun and is expected to be complete in June
2016.
• Property research and title search has begun.
d. Old Wire Rd (Stanton to Hwy 265 Sidewalk connections)
• Design 2016, Construction, late 2016.
• The Engineering Division has started the design. Design is currently at 90%.
5) ZION ROAD PHASE II (VANTAGE DR. TO CROSSOVER RD.)
a. Project Summary/Status
• Includes addition of curb and gutter, bike lanes, and sidewalks. Also includes
widening to three lanes at major intersections.
b. Recent Actions:
• In May 2014, City Council approved a design contract with McClelland
Consulting Engineers for an amount not-to-exceed $371,396.
• Public meeting to review preliminary plans was held December 2nd at Valley
Lake Apartments on Zion Road.
• 100% design plans were received from McClelland in July 2015.
• Appraisals are complete and right of way and easement acquisition has
begun. We have currently acquired 10 of 18 properties necessary for
construction.

c. Upcoming Activities:
• Property acquisitions will continue.
• A bid date will be set after Rupple Road and Old Wire Road projects have
been bid and the funding has been evaluated.
6) REGIONAL PARK ACCESS ROAD
a. Project Summary/Status
• Access to the regional park, along Judge Cummings Road from Cato Springs
Road into the park.
• Construction of the park and roadway are underway.
7) COLLEGE AVENUE ENHANCEMENTS (MAPLE ST. TO NORTH ST.)
a. Project Summary/Status
• Continuation of sidewalk and landscaping enhancements along College
Avenue to match recently completed improvements south of Maple St.
• Design Completed in 2015; Construction 2016.
b. Recent Actions:
• Preliminary survey work and development of base drawings has been
completed.
• Detailed survey was completed in June 2015.
• Public meeting was held on August 11, 2015.
• Plans for the east side are complete and construction has begun starting at
North Street.
• Easement acquisitions are complete for the east side.
• Sidewalk has been installed from North Street to Prospect Street
c. Upcoming Activities:
• Transportation crews are working on the sidewalk between Rebecca Street
and Davidson.
• Construction of the west side sidewalk is scheduled for 2017.
8) INTERSECTIONS AND PEDESTRIAN CROSSING IMPROVEMENTS
a. Project Summary/Status
• Projects (to be determined) to improve pedestrian service and safety at
intersections.
9) CROSSOVER ROAD (JOYCE TO CITY LIMITS) TREE PLANTING
a. Project Summary/Status
• Tree Planting Project. CONSTRUCTION COMPLETE June, 2016.
10)SAIN STREET EXTENSION (JOYCE TO FLYOVER)
a. Project Summary/Status
• This project was recently selected for federal STP-A funding. The funding is
for planning, design, and environmental review of a connection between
Vantage Drive and Sain Street, including a connection to the flyover bridge at
71 B and the Fulbright Expressway. Burns & McDonnell is the design
consultant.
b. Recent Actions:
• The revised agreement was approved by AHTD on February 161"
• City Council approved the design contract with Burns & McDonnell on March

15th
• Design "Kick-off' meeting with Burns & McDonnell and AHTD was held on
April 27tH
c. Upcoming Activities:
• Burns & McDonnell will prepare the project Design Criteria for approval by
AHTD and the City.
11) HWY 112 (MAPLE ST) (RAZORBACK RD. TO GARLAND AVE.)
• Project Estimate of$3.0 million.
• Federal-aid (STP-A) will fund $2.4 million of this amount; the City and UA will share
the remainder of the cost.
• The City has relocated our water and sewer facilities.
• AHTD received bids in October. The bids were too high and were rejected.
• AHTD received bids for a second time on December 1, 2015 and rejected all bids for
being too high.
• Design revisions are in progress, along with talks with the AHTD for additional
funding.

Address to City Council
My name is Star VanAllen. I'm a resident at Park Lake Apartments on Zion road.
I have a petition that I would like to present to the council about unsafe crossings at intersections in the
north end. I only have about two pages of signatures because I sought them only from people boarding the
busses at the mall. But those who signed it agreed with me that our city government has done little to
protect our lives on dangerous streets. I will read the petition.
Many of those who signed my petition told me that I should be asking for a bridge or tunnel to get us
across these intersections, not just painted lines & Walkman buttons. You will notice that I did not
include their suggestion in my petition. I figured a bridge or tunnel would be asking too much of our city
council. I should be satisfied with only painted lines,Walkman buttons, & a center island.
You've known for a long time that these intersections are dangerous, but did not ask the state for
permission to make them safe when you requested new sidewalks further south on College. I, for one,
complained to Engineering when I first moved her nearly two years ago. I was nearly struck by a car
turning onto Zion at night. You make our streets safe for motorists, but you have ignored pedestrians &
bicyclists at both Zion&Joyce.
Pedestrians & bicyclists can't get a green light to cross College from the mall, unless they are standing
next to a car seeking to cross. The camera only recognizes cars. Even then a pedestrian can only get
halfway across before the light turns red. We need a safety island in the middle of the street with its own
Walkman button.
Martin Shopmeyer & Justin Tennant are the aldermen from my ward. I sent them both an email in April
summarizing Quality Of Life issues in our ward, including these dangerous intersections. They never
responded to my email. They are part of the reason we can't cross our streets safely.
Allow me to present our petition to the council now. I won't hold my breath, unless, of course, I'm
crossing these dangerous streets.
Dangerous bike trails in our ward & downtown
Curb cut-outs should be required for sidewalks at busy intersections so that bicycles &
wheelchairs aren't forced to use heavy-volume streets.
Here are some examples.
Zion at College, & Zion at Frontage, &Zion at Gabel. Also Joyce at College, &Joyce at Front.
Traffic here is heavy & constantly changing lanes.
The Ash-Sycamore bike trail between Old Wire & Gregg. This trail requires biking in the streets,
most of the way,without any separated bike lanes. These roads are narrow, hilly, &winding. It's
impossible to see more than a few feet, & I've never seen anyone bike along it. I've asked the
Active Transportation Committee to widen the narrow sidewalks alongside these roads & to
provide curb cut-out at the intersections.
I've expressed safety concerns to the Active Transportation Committee regarding other bike
trails as well, but all I've received in return is political sweet talk. They seem more focused on
adding new trails in rural areas than providing for our safety along old, congested trails.
Need for recycle bins at apartments
Recycling dumpsters should be required alongside trash dumpsters at all apartments in
Fayetteville. There would be little to no increase in cost to apartment managers because all
dumpsters would be emptied only half as often. Why does our city government allow such a
huge loophole in its recycling program?
Please let me know if you can help us with these issues. The managers in charge of these matters
haven't expressed much concern when I've brought them to their attention.
Apartment management at Park Lake still has not provided us with a meeting area on the
property, but we are hopeful this will happen soon. We will invite you to a meeting to speak to
us when that happens.
PETITION GIVING CITIZENS THE RIGHT TO CROSS COLLEGE ST. IN SAFETY
it is extremely dangerous for pedestrians and bicyclists to cross College Street from the NWA
Mall to Zion. It is also dangerous to cross College at Joyce.
Traffic along College moves very fast and drivers often are not alert. There are no crosswalks
and no Walkman buttons. Traffic cameras recognize vehicles, but do not recognize people or
their bicycles. The traffic light turns green only when a vehicle waits to cross, but still does not
give pedestrians time to cross. The light never turns green when there is no vehicle waiting.
The Fayetteville Department of Transportation has known for a long time that these two
intersections are dangerous. But when they recently sought the state's permission to add
sidewalks further south on College, they did not also request permission to make these dangerous
intersections safe. They are much more dangerous than the areas under construction to the south.
We ask that the City of Fayetteville protect pedestrians and bicyclists with the same sincerity as
they do motorists. We request that the City take immediate steps with the state, using legal
intervention if necessary. Minimum safety requires Crosswalks and Walkman buttons at both
Zion and Joyce, with a center island and enough time to cross.
We also request that the City make our sidewalks more user-friendly. Sidewalks in downtown
areas & at major cross-streets must have curb cut-outs at intersections for the safety of
bicycles and wheelchairs.
To the Fayetteville Department of Transportation, we say, "Human lives matter."

Subject: Concerns I Have
Hello,
I'm writing to you as the chairperson for Mockingbird Neighbors, the tenant association at Park
Lake Apartments, but also as your constituent in Ward 3. I have concerns for improvements
needed here in the city of Fayetteville.
Inconsistent policies from O.R.T.
Ozarks Regional Transit needs to distribute printed pamphlets to their passengers & employees
that state their official policies. Currently the company is a seat-of-the-pants organization with
no consistency. Their inconsistent procedures cause confusion& irritation.
Here are some examples. When will a bus pick us up at a"flag stop," &when will it keep going?
When can we schedule a paratransit ride to take us from Point A to Point B, &when can they
refuse to do so? There are many such examples.
Currently there is no consistent policy that passengers & employees can expect. Policy tends to
fluctuate depending upon how Joel & Jason feel on a particular day. We receive different
decisions from confused staffers on the same matter. Management has refused to produce
pamphlets of their policies without giving any reason for their refusal. They don't seem too
interested in customer service.
Dangerous pedestrian crossings in our ward
Pedestrian crossings on College at Zion& Joyce are highly dangerous. I have experienced near
misses from motorists as a bicyclist&pedestrian. There is often no "green light" for crossing
from the mall to the auto dealership on Zion. The traffic scanner recognizes only vehicles, not
bicycles or people. We must cross on a red light. There are no crosswalks or Walkman buttons. I
was almost hit crossing Zion & College one night by a car turning onto Zion.
The traffic light at Zion&Vantage also does not recognize bicyclists. It is impossible to reach
the Walkman button on a bicycle from the street. We must cross on a red light.
