RECOMMENDATION: Staff recommends a resolution approving Contract Amendment #1 to the contract with Grubbs, Hoskyn, Barton and Wyatt for Construction Administration Services for Phase One of the Regional Park in the amount not to exceed $2,000. BACKGROUND: Grubbs, Hoskyn, Barton & Wyatt, Inc. submitted qualifications in response to RFQ 15-01, Engineering & Architectural Services, and meets the requirements outlined in the Request for Qualifications to perform construction materials testing services. They were selected for this work through a professional selection committee in February of 2015 based on their qualifications and in accordance with Policy and Procedures, PU-12 Professional Services Selection Process. A not to exceed contract for $91,000 was approved for construction materials testing for the original phase one work. DISCUSSION: In July City Council approved the addition of an 84 space parking lot to serve the Kessler Mountain trails and future playground. Construction materials testing will be needed as part of this addition. An additional $2,000 is being requested for the services. BUDGET/STAFF IMPACT Parks Development funds are available in the project to fund this contract amendment. FOR CONSTRUCTION MATERIALS TESTING FOR PHASE ONE OF THE REGIONAL PARK PROJECT IN AN AMOUNT NOT TO EXCEED $91,000.00, AND TO APPROVE A BUDGET ADJUSTMENT BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes a contract with Grubbs, Hoskyn, Barton & Wyatt, Inc. for construction materials testing for Phase One of the Regional Park Project in an amount not to exceed $91,000.00. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of which is attached to this Resolution and made a part hereof, recognizing $91,000.00 in park land dedication funds. AMENDMENT TO AGREEMENT FOR CONSTRUCTION MATERIALS TESTING SERVICES Fayetteville, AR CONTRACT AMENDMENT NO.1 Fayetteville Regional Park This Contract Amendment No.1 dated , 2016 shall amend the original contract between the CITY OF FAYETTEVILLE, ARKANSAS and GRUBBS, HOSKYN, BARTON AND WYATT dated March 3, 2015 for construction materials testing services in connection with the Fayetteville Regional Park (the "Project"). This Contract Amendment No.1 adds construction materials testing services for an additional parking area as described herein. The contract is hereby modified as follows: SECTION 2- BASIC SERVICES OF ENGINEER The following Sections add to Scope of Services in the original contract. Construction materials testing services for the addition of one 88 space parking lot and associated road improvements as shown in the drawings. Testing to include densities on subgrade, base and asphalt and concrete curb and sidewalks. The additional Scope of Services to be furnished by GRUBBS, HOSKYN, BARTON AND WAYATT during the Project is included as Appendix A attached hereto and made a part of this Agreement. SECTION 5 - PAYMENTS TO GRUBBS, HOSKYN, BARTON AND WYATT 5.1 Compensation CITY OF FAYETTEVILLE shall pay GRUBBS, HOSKYNS, BARON AND WAYATT an additional amount not to exceed 2000 for services in accordance with the provisions described above. CITY OF FAYETTEVILLE shall pay GRUBBS HOSKYNS, BARTON AND WYATT for Phase One Construction Administration services rendered on the project at the rates shown in the attached Appendix B. Under -runs in any phase may be used to offset overruns in another phase as long as the overall contract amount is not exceeded.
