ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves the
Cooperative Agreement between the City of Fayetteville, the Northwest Arkansas Regional
Airport (XNA), and the Northwest Arkansas Council Foundation regarding the placement of
wayfinding signs directing travelers to and from the airport within the public rights-of-way at no
cost to the City.

SUBJECT: Northwest Arkansas Regional Airport (XNA) wayfinding vehicular signage
RECOMMENDATION:
Staff recommends approval of a Cooperative Agreement between the City of Fayetteville,
Northwest Arkansas Regional Airport (XNA), and the Northwest Arkansas Council Foundation
for placement of wayfinding vehicular signage within public right-of-way, directing travelers to
and from the regional airport.
BACKGROUND:
In 2015, the Northwest Arkansas Council Foundation, a support organization for the Northwest
Arkansas Council, applied for and received a grant from the Walton Family Foundation for the
design, fabrication and installation of wayfinding signs directing to XNA from the larger cities in
the region and to certain downtown areas in the region from XNA. These signs will better enable
travelers within our region to navigate to and from area cities, including Fayetteville. There are a
total of 16 signs, 13 of which are proposed to be Airport Trailblazer signs and 3 of which are
proposed to be vehicular directional signs installed on a new panel on existing Fayetteville
wayfinding signs. In addition, wayfinding signs leading from XNA to Fayetteville will also be
installed, pointing visitors to Downtown Fayetteville. All signs are proposed to be located within
the public right-of-way.
DISCUSSION:
The City's rights -of -way are commonly utilized for the installation of signage directing users of
the transportation system to public destinations. The City and XNA have coordinated these sign
locations to enable visitors and residents to easily navigate to their destination. Wayfinding
signs are permitted within the city right-of-way subject to the criteria of §174.01(A), with which
XNA and its contractors will comply. The proposed agreement specifies construction and
maintenance requirements for the wayfinding signage, which will have to be approved and
inspected by the City. See the attached plans for more location -specific information.
BUDGET/STAFF IMPACT:
There is no cost to the City to install these signs. It will be the responsibility of the City to bring
any issues regarding maintenance, replacement, or repair of the Trailblazer signs to the
attention of XNA in the future. The sign panels installed on the City's existing wayfinding signs
will be maintained with the rest of the City's sign.

Purpose:
The purpose of this agreement is to establish the terms for
providing wayfinding signs to XNA from Fayetteville and from
XNA to Fayetteville.
II. Background
In 2015, the Northwest Arkansas Council Foundation, a
support organization for the Northwest Arkansas Council,
applied for and received a grant from the Walton Family
Foundation for the design, fabrication and installation of
wayfinding signs directing to XNA from the larger cities in the
region and to certain downtown areas in the region from XNA.
III. The City of Fayetteville Agrees:
A. To participate in the program by providing the appropriate
city personnel to work with the contractors, XNA, and the
Northwest Arkansas Council Foundation to review plans
and take any necessary steps to facilitate the programming
and installation of the signs.
B. To maintain, repair or replace the signs provided by this
project that display directions to attractions within the city.
These signs include signs 205, 210, and 215 as indicated on
the attached document, entitled "Message Schedule" for the
city of Fayetteville. This document is attached as Exhibit A.
Once the signs have been installed and MERJE (the designer
of the project), and Fayetteville have approved the
installation, it will be the responsibility of the city to
maintain, repair, or replace these signs installed in their city
limits as needed and as instructed by the "Management and
Maintenance Strategy" attached to this document as Exhibit
B.
C. To work with XNA to maintain, repair or replace signs solely
directing to the airport (airport trailblazer signs) within
Fayetteville City limits. Specifically, these signs include
numbers 200, 201, 202, 203, 204, 206, 207, 208, 209, 211,
212, 213, and 214 as indicated in the attached Exhibit A.
The city further agrees to be responsible for the
administration of the repair with the understanding that
XNA is financially responsible for repair or replacement of
these signs if they are damaged or destroyed and are not
otherwise covered by insurance.
D. After the conclusion of the project, the city will submit any
proposed alternations, such as removal, relocation, and
change in message or appearance, to XNA, the Northwest
Arkansas Council Foundation, and the Wayfinding Steering
Committee for approval prior to altering the sign.
IV. Northwest Arkansas Regional Airport (XNA) agrees:
A. To work with the Northwest Arkansas Council, the various
cities involved in the project, and the contractors to provide
wayfinding signage to and from XNA.
B. To pay for the repair or replacement of any signs damaged
or destroyed that direct solely to XNA, specifically the sign
numbers referenced in paragraph III C above.
C. To maintain, replace, or repair all signs on XNA property
that are part of this project.
V. Changes, Modifications, or Amendments:
Changes, modifications, or amendments to this agreement shall
be subject to approval of the City of Fayetteville, the Executive
Director of the Northwest Arkansas Council, and the Executive
Director of the Northwest Arkansas Regional Airport (XNA).
The City of Fayetteville, the Northwest Arkansas Council
Foundation, and XNA have executed this agreement by their
respective authorized representatives.

Cooperative Agreement Between the City of Fayetteville, the
Northwest Arkansas Regional Airport (XNA), and the Northwest
Arkansas Council Foundation
1. Purpose:
The purpose of this agreement is to establish the terms for
providing wayfinding signs to XNA from Fayetteville and from
XNA to Fayetteville.
1I. Background
In 2015, the Northwest Arkansas Council Foundation, a
support organization for the Northwest Arkansas Council,
applied for and received a grant from the Walton Family
Foundation for the design, fabrication and installation of
wayfinding signs directing to XNA from the larger cities in the
region and to certain downtown areas in the region from XNA.
111. The City of Fayetteville Agrees:
A. To participate in the program by providing the appropriate
city personnel to work with the contractors, XNA, and the
Northwest Arkansas Council Foundation to review plans
and take any necessary steps to facilitate the programming
and installation of the signs.
B. To maintain, repair or replace the signs provided by this
project that display directions to attractions within the city.
These signs include signs 205, 210, and 215 as indicated on
the attached document, entitled "Message Schedule" for the
city of Fayetteville. This document is attached as Exhibit A.
Once the signs have been installed and MERJE (the designer
of the project), and Fayetteville have approved the
installation, it will be the responsibility of the city to
maintain, repair, or replace these signs installed in their city
limits as needed and as instructed by the "Management and
Maintenance Strategy" attached to this document as Exhibit
B.
C. To work with XNA to maintain, repair or replace signs solely
directing to the airport (airport trailblazer signs) within
Fayetteville City limits. Specifically, these signs include
numbers 200, 201, 202, 203, 204, 206, 207, 208, 209, 211,
212, 213, and 214 as indicated in the attached Exhibit A.
The city further agrees to be responsible for the
administration of the repair with the understanding that
XNA is financially responsible for repair or replacement of
these signs if they are damaged or destroyed and are not
otherwise covered by insurance
D. After the conclusion of the project, the city will submit any
proposed alternations, such as removal, relocation, and
change in message or appearance, to XNA, the Northwest
Arkansas Council Foundation, and the Wayfinding Steering
Committee for approval prior to altering the sign.
IV. Northwest Arkansas Regional Airport (XNA) agrees:
A. To work with the Northwest Arkansas Council, the various
cities involved in the project, and the contractors to provide
wayfinding signage to and from XNA.
B. To pay for the repair or replacement of any signs damaged
or destroyed that direct solely to XNA, specifically the sign
numbers referenced in paragraph III C above.
C. To maintain, replace, or repair all signs on XNA property
that are part of this project.
V. Changes, Modifications, or Amendments:
Changes, modifications, or amendments to this agreement shall
be subject to approval of the City of Fayetteville, the Executive
Director of the Northwest Arkansas Council, and the Executive
Director of the Northwest Arkansas Regional Airport (XNA).
The City of Fayetteville, the Northwest Arkansas Council
Foundation, and XNA have executed this agreement by their
respective authorized representatives.
