MEETING OF JUNE 7, 2016

SUBJECT: Twin Arches Waterline Cost Share
CITY COUNCIL AGENDA MEMO
RECOMMENDATION:
City Administration recommends approval of a resolution for a cost -share and bid waiver in the
amount of $73,100.40 with Mark Zweig Inc. for the upsizing of an existing 2-inch waterline to
8-inch in the vicinity of the proposed development.
BACKGROUND:
Mark Zweig Inc. has proposed rehabilitation/reconstruction of the existing Twin Arches Hotel at
521 North College Avenue (Site Improvement Plan SIP 16-5381). A 2" public water main exists
on the west side of College Avenue between East Davidson Street and East Maple Street. In
order to meet the minimum fire flow demands of this proposed redevelopment, Mark Zweig Inc.
must upgrade the 2" line to an 8" line from East Davidson Street south to a proposed fire
hydrant to service this development.
DISCUSSION:
It is in the best interests of the city utility department to replace the remaining 2" water line from
this project south to East Maple Street to facilitate future development, promote better fire flow
in the vicinity, and also allow for a secondary water loop to help prevent the possibility of
residents losing water service in the event of a water leak in the area. The City would benefit
from the cost share by utilizing the developer's contractor who will already be onsite performing
water line installation. A bid waiver is requested since this cost share is greater than $20,000.
The total estimated waterline project cost of construction and associated engineering services
(from Davidson to Maple) is $125,475.00. The waterline installation from the development south
to Maple Street would comprise the city's obligation, which is 48.5% of total project costs. The
city's estimated 48.5% cost share is $60,917.00. however a 20% contingency of $12,183.40 has
been included such that this resolution would approve a not -to -exceed ceiling of $73,100.40.
This contingency will be used as necessary if the actual bid prices exceed the estimates
prepared by the developer's Engineer. The percentage of the construction cost will be the basis
of calculation for the actual cost.
Mailing Address:
113 W. Mountain Street www.fayetteviIle-ar.gov
Fayetteville, AR 72701
BUDGET/STAFF IMPACT:
Funds for the City portion of work are available in the Water and Sewer Impact Fee Cost
Sharing Project. The final actual cost to the City will be based'upon actual bid price for this
project.
