Call to Order Lamb called the meeting to order at 5:30 PM. 2. Roll Call Members Present: Proffitt, McKnight, McHan, Lamb, Maxwell, Lawson, Jennings, and Colwell. Members Absent: Priest. 3. Approval of July 11, 2016 PRAB Meeting Minutes PRAB Motion: McKnight motioned accept the minutes as read with an updated end time, Lamb seconded the motion. Motion passed 8-0-0. 4. AmeriCorps Project Report — Kristina Jones, Volunteer Coordinator Jones gave a brief background of the AmeriCorps program. Staff was awarded the team in January 2016. The primary objective was removal of invasives on the Scull Creek Trail. The team worked on the creek removing invasive Privet and Honeysuckle. The team removed twelve tons of plant material. They also worked at Great House, Wilson Park, and the Kessler Mountain Regional Park. Staff would like to apply for next year, but are working with the challenge of finding housing. Lindsey and Associates donated housing for the 2016 team. Jones asked for support in facilitating housing. McKnight asked if the time frame was the same every year for the team to come. Lamb asked what her plans were for 2017. Jones replied that she would like to work further North on the trail system. 5. Park Land Dedication Proposal - Alison Jumper, Park Planning Superintendent Development Name: Falling Waters Engineer: Crafton Tull Associates Owner: Falling Waters, LLC Location: East of Deadhorse Mountain Rd., south of Stonebridge golf course Park Quadrant SE Units: 51 single family units Total Acres: 35 acres Land Dedication Requirement: 1.17 acres Money in Lieu Requirement $46,920 Existing Parks: Rodney Ryan, Combs Park, Future St. Paul Trail corridor Developer's Request: Money in lieu Park Staff Recommendation: Money in lieu Estimated Annual Maintenance: NA Justification: The requirement for 51 units is less than the two acre minimum that PRAB has recommended as a standard. This development will provide a pedestrian connection along the street to Pumpkin Ridge Road which will provide access to Rodney Ryan Park. Jumper added the original project came through in 2005 and at that time the board recommended accepting land. The property has since been rezoned. Services areas have changed since then, so staff is recommending Money in Lieu. Lamb asked about the quantity of land highlighted in red on the map. Jumper replied it was 35 acres. Proffitt asked about the homes and the size of the lots. The developer replied that they are sizeable lots. The streets will only have one row of homes on each street. The lots are about a half -acre each. 2 PRAB Motion: McKnight motioned to accept money in lieu, Lawson seconded the motion. Motion Passed, 8-0-0. 6. Regional Park Update - Alison Jumper, Park Planning Superintendent: The site contractors are working on completing the punch list items. City Council approved an additional 82 parking spaces. The Grand Opening is scheduled for August, 20th. Staff is working on setting up soccer goals. Maxwell asked about the deer population on the soccer fields. Jumper replied there was minimal evidence of them being on the fields. Lamb asked if City Council accepted the recommendation for the naming of the Rotary Club Playground. Jumper noted that both The Rotary Club and Bayarri recommendations are going before City Council on August 2, 2016. Other Business: Jumper mentioned the Gulley Park Master Plan will be available at the Gulley Park Concert on August 4, 20106 for the public to view and provide input starting at 6:00 PM. Staff will also post the plans and a comment form online on August 2, 2016. Lamb asked why the sign for the Concert Series was moved from the fence to the bridge at Gulley Park. Staff was not sure who hung the sign on the bridge. They will make sure hang it on the fence next year. Colwell asked if Friends of Gulley Park have been notified about the public input session set for August 4th Jumper replied that no one has been notified at this point in time because everything recently came together. Staff will put out a press release and notify Friends of Gulley Park. We are proposing a 300 lot single-family subdivision on approximately 73 acres at the northeast corner of 15th Street and Morningside Drive. We understand that the property is within close proximity of both Walker Park and Doc Mashburn Park. However, as we will explain, neither of these existing park facilities are reasonably accessible by the future residents of this development. Further, these park properties are not accessible to the existing residents on the west side of Morningside Drive, which includes approximately 350 dwellings and a large elderly population within the Nantucket Community. In order for a resident of our community, or the existing neighborhoods, to reach Walker Park by foot, they must travel approximately three quarters of a mile, including a half mile walk on the shoulder of 15th Street. 15th Street is also a State highway with travel speeds in excess of 40 MPH. Based on traffic speeds and a complete lack of safe pedestrian connections, it is very unlikely that Walker Park is an accessible park facility. An alternative route along Martin Luther King Boulevard and S. College Avenue provides some sidewalk access. However, there is no continuous pedestrian connection. Pedestrians much zig-zag from sidewalk to sidewalk for over a mile before reaching the park. Doc Mashburn Park to the east, is a small "pocket park" primarily serving children within the adjacent neighborhood. While this park is somewhat closer and the route slightly safer, residents are still required to walk a quarter of a mile along Huntsville Road and then another quarter mile through the neighborhood to reach the park. More importantly, this park was never intended to serve the 350 existing households on the west side of Morningside Drive, nor an additional 300 households proposed for the subject property. The current function of this park is to provide a small recreational area and playground for the residents of Mountain View Apartments and the Heritage East Subdivisions. Instead of promoting park land facilities that aren't truly accessible, we propose to offer park amenities that will be enjoyed by both future residents and existing residents. The Master Trail Plan includes an off-street trail connection through the subject property, providing a half mile trail connection between 15th Street and Huntsville Road. The trail will be constructed by the developer along a wetland corridor that is being preserved as part of this development proposal. In order to connect the residents on the west side of Morningside Drive to this new walking and exercise amenity, a secondary connection will extend west with pedestrian access across Morningside. Both trails will intersect at an approximately 5 - acre greenspace and park centered in the subdivision. The central greenspace and wetland trail corridor will provide amazing opportunities for neighbors to get up close with unique aquatic habitats and wildlife. Further, the central green provides ample room for playground equipment, game space, and community commons. On -street parking will be available in several locations along the park boundary and pedestrian connections will be provided through multiple sidewalk and trail access points. The overall parkland dedication, which includes the trail corridor and community green, will total approximately 6-7 acres and provide accessible parkland for over 750 households. Most importantly, it will provide residents with an active park zone, creating opportunities for exercise, recreation, community engagement and education.
