Section 3: That the City Council of the City of Fayetteville, Arkansas hereby agrees that the City of Fayetteville upon completion of the above -state project will assume the maintenance of the right-of-way in accordance with the prevailing Arkansas State Highway and Transportation Department regulations. Section 4: That the City Council of the City of Fayetteville, Arkansas pledges its full support and hereby authorizes the Arkansas State Highway and Transportation Department to initiate action to implement this project. The Transportation Committee reviewed this proposal at their April 12th meeting and voted 3-0 (Alderman Long was absent) to recommend approval as well. BACKGROUND: The State Aid City Street program was created by Act 982 of 1975 and was funded with Federal Revenue Sharing Funds until 1981, at which time the revenue sharing program was eliminated and the program was suspended Act 1032 of 2011 amended Arkansas code by establishing the State Aid City Street Program to be administered by a State Aid City Street Committee, whose responsibilities would include determining which projects receive funding through the program. On November 6, 2012, Arkansas voters approved Issue #1, a constitutional amendment, which temporarily increased the state sales tax to fund surface transportation improvements and permanently dedicated one cent per gallon of the existing motor fuel tax to the State Aid City Street Fund, which revived the program and the State Aid Street Committee began accepting projects for funding consideration. DISCUSSION: In June 2014, the Mayor requested that North Street and Gregg Avenue be considered for funding under the program, and the streets were approved for funding in 2016. As estimates were developed, it was determined that the cost of both streets was more than the program budget plus the City's matching funds available could bear, and the project was reduced to Mailing Address: 113 W. The estimated cost for Gregg Avenue is $350,000; therefore, the City's match amount would be $100,000. The Arkansas State Highway and Transportation Department has requested that the City pass a resolution (sample attached) to formalize the City's commitment to the project. BUDGET/STAFF IMPACT: Funds for this project are included in the In -House Pavement Improvements capital project.
