Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of which is attached to this Resolution. RECOMMENDATION: Parks and Recreation requests City Council approval of a resolution to authorize the City to accept $2500.00 from the Arkansas Flower and Garden Show to purchase plant material in order to replant the area of Wilson Park along Louise Avenue that has been cleared of invasive plants by goats and volunteers. BACKGROUND: In July 2015, Greedy Goats adopted and began clearing invasive plants from a hillside area along Louise Avenue in Wilson Park. Volunteers continued the effort, with plans for continued work in the area and a goal of eventual revegetation with natives. October 2015, staff applied for a grant from the Arkansas Flower and Garden Show in order to support these plans and secure funding to pay for native understory trees, shrubs and groundcover for the area. On December 5, 2015, Parks and Recreation received notification that the City had been awarded a grant in the amount of $2500.00 from the Arkansas Flower and Garden Show. Continued clearing and monitoring are to take place throughout spring and summer until October 2016, when the native plant materials will be installed. DISCUSSION: There is no required match for the grant, with a stipulation that at least 50% of the funds must be spent on horticulture. The $2500.00 will be used to purchase plant materials, as well as grass seed and coconut fiber for erosion control. BUDGET/STAFF IMPACT: There is no required match for the grant and no negative budget impact. All monies from the grant are to be used for the designated proposal only and at least 50% must be spent on horticulture. Please notify us of any changes to the plan as outlined in your grant application before money is spent on those changes, A Final Report must be sent to the Arkansas Flower & Garden Show (AF&GS) by February 2017. The Final Report may be in the form of a Powerpoint presentation or other digital format and should include high resolution pictures of the project installation and completed project. The Report may also include project details such as the goals of the project, any future plans for the project, benefit of the project to the community, budget breakdown, number of volunteers utilized, and timeframe for project installation. Pictures and information Included in the Final Report become the property of the AF&GS and may be used to promote the Greening of Arkansas program. If pictures include people, we request that a photo release be obtained. The AF&GS can provide a photo release form if needed.
