RECOMMENDATION: Staff recommends approving a resolution to accept a community development grant from the Northwest Arkansas Economic Development District in the amount of $9,198.00 and a budget adjustment. BACKGROUND: The Friends of the YRCC have been awarded a General Improvement Fund (GIF) grant by the Northwest Arkansas Economic Development District (NWAEDD). This grant, in the amount of $9,198.00, is a community development grant to aid in the construction of a garden shelter to house events for the YRCC's "Kid Crops Program". The YRCC is a grassroots endeavor partnering the Friends of the YRCC Board, a non-profit agency, and the City of Fayetteville Parks and Recreation Department. The dream of creating a safe location for youth and community members in southeast Fayetteville developed from the concerns of a handful of community members and residents. Since then, a collaborative effort between the partners helped develop a plan to construct a facility which would impact the youth and community's future in a positive way. Built in memoriam of former Razorback Basketball Coach Nolan Richardson's daughter, the doors of the YRCC were opened to the public in 1996. The YRCC has a mission to shape today's youth and young adults for tomorrow's challenges by providing recreational, educational, and social opportunities at no cost. Through its free memberships, programs, and services, the YRCC has become a safe haven for people within the community. Mailing Address: 113 W. Mountain Street www.fayetteville-ar.gov Fayetteville, AR 72701 DISCUSSION: The YRCC's Kid Crops program serves approximately 300 youth during the year. A meeting facility that is within the garden and sheltered from the rain and hot sun will help prevent program cancellation when it rains and allow continued use on hot, sunny days. This program typically accommodates up to 15 youth participants, one to three staff, and/or one or two volunteers or interns at a time. Unfortunately, there now exists only one picnic table to accommodate this group. Additional space will allow for teaching demonstrations, food preparation, seating, dining, as well as provide a space for crafts, projects, etc. By providing currently unavailable electrical service, demonstrators can utilize blenders, food processors, electric stoves, etc. which are frequently necessary in the cooking demonstrations. Demonstrators have previously had to run long extension cords from the adjacent gymnasium to accommodate this need. As stated, the primary purpose of this grant award is to build a garden shelter with seating, a preparation area, and connect the facility to electricity. This will assist local and statewide efforts in economic and community development by advocating sustainable communities through the offering of programs that alleviate food insecurities. YRCC's garden not only provides youth with an outdoor classroom to execute its Kid Crops program, but provides community members with FREE produce. YRCC serves at least 51 percent of families identifying as either low or very low- income. The produce yielded from YRCC's garden is made available to those seeking another, yet healthier food source. Kid Crops is a free program that provides children with the tools to live healthy, self-sufficient lives. By providing a designated space within the garden, YRCC will be able to continue to expand its educational services and accommodate more groups seeking a hands-on experience followed by activities involving nutrition, the creation of meals, visits to the farmer's market, etc. The City of Fayetteville has been awarded the $9,198.00 grant. If accepted through City Council resolution, construction is anticipated to begin and be completed by June 2016. BUDGET/STAFF IMPACT: This grant will provide $9,198.00 to go toward the construction of the garden shelter, furnishings, and electrical service. This non-matching grant does not require a matching cost from the City; however, City labor and materials may be utilized as necessary to expedite this construction. Moreover, additional donations and volunteers may be sought in order to maximize the impact of this grant. The overall project may also be developed in multiple phases with the basics of shelter and electrical power to be accomplished initially with this grant and additional facility improvements to come later.
