AND ITS MEMBERS IN THE AMOUNT OF $150,000.00 FOR THE PROJECT CONTINGENT UPON
RECEIPT OF THE FUNDS, AND TO EXPRESS THE CITY COUNCIL'S INTENT TO PROVIDE
MATCHING FUNDS IN AN AMOUNT OF $120,000.00 TOWARD THE PLAYGROUND PROJECT
CONTINGENT ON APPROVAL OF THE 2017 BUDGET
WHEREAS, the Rotary Club of Fayetteville has raised $100,000.00 toward the construction of a
playground at the Kessler Mountain Regional Park and has pledged to contribute an additional $50,000.00 by
the end of 2016.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves an Agreement with
the Rotary Club of Fayetteville regarding the funding for and naming of the Rotary Club of Fayetteville
Playground at the Kessler Mountain Regional Park.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment, a copy of which is attached to this Resolution, recognizing a donation from the Rotary Club of
Fayetteville and its members in the amount of $150,000.00 for the Fayetteville Rotary Club Playground,
contingent upon receipt of the funds, and expresses its sincere appreciation for the donation.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby expresses its intent to provide

SUBJECT: Rotary Club of Fayetteville Playground at Kessler Mountain Regional Park
RECOMMENDATION:
Resolution to approve an agreement with the Rotary Club of Fayetteville regarding funding for
and naming of the Rotary Club of Fayetteville Playground at the Regional Park. Approval of a
budget adjustment to recognize the revenues from the donation.
BACKGROUND:
In March of 2015, the City of Fayetteville began constructing the first phase of the Kessler
Mountain Regional Park including construction of three baseball fields, six soccer fields, two
restroom/concession buildings, great lawn area, parking lots, utility infrastructure and road and
parking lot construction. Unfortunately, there was not enough funding in Phase Ito include a
playground until the Rotary Club of Fayetteville came forward with a proposal to help fund the
playground.
Throughout the years, the Rotary Club of Fayetteville has been an engaged supporter of the
Parks and Recreation Department by making donations for park improvements such as a park
bridge, pavilion, ballfield top dresser, bleacher shade structures, temporary ballfield fencing as
well as other improvements to the softball complexes at Gary Hampton and Lake Fayetteville
Softball Complexes. This year, the Rotary Club's goal was to make a big impact on the
community by helping to fund a playground at the new 620 acre Kessler Mountain Regional
Park.
DISCUSSION:
The Rotary Club has offered to continue their support by raising $150,000 for the playground at
the Kessler Mountain Regional Park. In the attached agreement, the Club pledges $100,000 by
July 31, at least $20,000 by October 31 and the remaining funds by December 31, 2016. The
City would contribute $120,000 to the playground in the 2017 annual budget contingent upon
City Council approval. The Club also requests to name the new playground "Rotary Club of
Fayetteville Playground." They have currently raised $100,000 of the $150,000 for the
playground.

The Rotary Club presented their proposal to the Parks and Recreation Advisory Board at the
July 11th meeting where they wholeheartedly approved and praised the Rotary Club for their
continual support of Parks and Recreation. Park Staff will seek grants to assist with this project.
BUDGET/STAFF IMPACT:
The budget impact of approving the donation would have a positive impact on the budget by
providing $150,000 in additional funding to the City. Without this donation, the playground
would have been postponed until a date in the future. Park Staff will utilize this generous
donation to apply for grants to generate matching funds for the playground expansion and other
park needs. This playground should have little impact on staff time except to periodically
inspect the playground and repair unexpected elements since it is new.

Rotary Club of Fayetteville
On this day of August, 2016, the City of Fayetteville (hereinafter "City") and
the Rotary Club of Fayetteville (hereinafter "Rotary Club"). for their Agreement to share in the
costs of construction of a playground at the new Regional Park. agree to the following facts,
proposals and commitments:
I. The Rotary Club will make an initial $100,000.00 contribution to the City on or before
July 31, 2016, for the construction of a playground in the northeast corner of the Regional Park
near the Great Lawn, the design of which shall be developed collaboratively between the Rotary
Club and the City.
2. The Rotary Club pledges to contribute an additional amount of $50,000 no later than
December 31, 2016, with at least $20.000 of that amount payable to the City no later than
October 31, 2016.
3. The City intends to contribute snatching funds of $120,000.00 for the project, contingent
upon City Council approval of the 2017 Annual City Budges.
4. The Rotary Club and the City pledge to cooperate, as appropriate, in identifying and
applying for additional grant funds to be applied to the playground project over and above the
above -referenced contributions from the Rotary Club and the City,
5. The City agrees to name the new playground the "Rotary Club of Fayetteville
Playground" and install appropriate identifying signage.
6. The City will install a plaque or other wall signage recognizing the contributions of the
Rotary Club and its members, the design of which shall be developed collaboratively between
the Rotary Club and City staff with final approval by the City Council. in accordance with §
97.088(B)(2) of the Fayetteville City Code.

Rotary Club of Favetteville Plavaround Pr000sal — Connie Edmonston. Parks and
Throughout the years, the Rotary Club of Fayetteville has been a supporter of the Parks
and Recreation Department by hosting the annual FayRo Girls Softball Tournament and
providing donations for park improvements including a bridge, pavilion, ballfield top
dresser, bleacher shade structures, temporary ballfield fencing, and other improvements
to the softball fields at Gary Hampton and Lake Fayetteville Softball complexes.
Proposal: Rotary Club of Fayetteville has raised $100,000 to aid in the development of a
playground at Kessler Mountain Regional Park. In conjunction with the donation, the
Rotary Club and the City of Fayetteville propose to enter into an agreement outlining the
responsibilities of each party as they relate to the playground development. See
attached agreement.
Additionally, the Rotary Club is requesting to name the playground the "Rotary Club of
Fayetteville Playground.
Parks Staff Recommendation: Approve the agreement with the Rotary Club of
Fayetteville as submitted and to name the new playground "Rotary Club of Fayetteville
Playground." This is in accordance with Naming Park Facilities Policy found in
§97.088(B)(2)(d)Exhibit "B" because the Rotary Club "contributed significantly to the
acquisition or development of a facility." The Rotary Club would work with the City in
the design of a plaque or wall signage recognizing their contribution. Final approval
would be by the City Council in accordance with §97.088(B)(2) —Exhibit "A" Bronze
Category. Final approval would go to City Council at their August 2 meeting. Harrison
Pittman, President of the Rotary Club of Fayetteville will be present to explain their
request or answer any questions.
PRAB Motion: McKnight motioned to approve the agreement with the Rotary Club of
Fayetteville as submitted. Priest seconded the motion. Motion passed, 5-0-0.
