BACKGROUND: Fadil Bayyari met with Parks and Recreation Staff to discuss his passion to build a music playground at Wilson Park in memory of his son who enjoyed playing at Wilson Park. Mr. Bayyari has donated $30,000 to build the music playground and has requested to name it "David Lyle Bayyari Music Playground." DISCUSSION: A music playground is composed of outdoor musical instruments such as chimes, met - allophones, various drums and plus other possibilities that attracts children and adults of all ages. Please see an example of these instruments at: https://www.playlsi.com/en/commercial- playground.equipment/playgrounds/rhapsody-outdoor-musical-instruments Outdoor music playgrounds are becoming very popular in many cities throughout the United States. A music playground would be a great addition to Wilson Park that would add a new element of music to our existing parks system. Parks and Recreation Advisory Board reviewed the proposal and approved it unanimously at their July 11, 2016 monthly meeting. Staff recommends to approve the donation to build the music playground and to name it "David Lyle Bayyari Music Playground". This request is in accordance with the Naming Park Facilities Policy found in §97.088(B)(2)(d) Exhibit "B" because Mr. Bayyari's donation contributed significantly to the development of a facility. Renovation of the Wilson Park playground is a capital project for 2016. A matching grant in the amount of $150,000 was awarded by Arkansas Parks and Tourism Outdoor Recreation Grant Program to replace the existing playground structures. This playground should have little impact on staff time except to periodically inspect the playground and repair unexpected elements since it is new.
