WHEREAS, on April 7, 2015, the City Council passed Resolution No. 81-15 adopting the Fayetteville Active Transportation Plan and Map; and WHEREAS, a local developer has requested the addition of a connector trail to the Hamestring Creek Trail to provide better connectivity to the Shiloh Trail and has agreed to dedicate the necessary easement for this new connection; and WHEREAS, after extensive public input and recommendations from the Active Transportation Advisory Committee and the Parks and Recreation Advisory Board, City staff recommend the removal of a planned paved trail along the Kessler Mountain ridge and the addition of a loop trail around the Regional Park. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the amendments to the Fayetteville Active Transportation Plan and Map as described above and adopts the amended Active Transportation Plan Map, a copy of which is attached to this Resolution and made a part hereof. BACKGROUND: On April Th of 2015, the Active Transportation Plan (ATP) and Map was approved as resolution 81-15. This plan updated the original 2003 Fayetteville Alternative Transportation & Trails (FATT) Plan and has been an excellent guide to the design and implementation of bicycle and trail infrastructure. DISCUSSION: The extensive public process for the Kessler Mountain trail master plan revealed the public desire to limit the paved trail on the ridge of Kessler Mountain. The 2015 ATP plan identifies a paved trail planned along the ridge of Kessler Mountain running north -south from the towers of Kessler Mountain Road toward the water towers. Based on the public input, the updated map shows removing the ridge trail (number 44) and adding a loop trail around the Regional Park (number 45) while still providing a trail connection from the Regional Park to the Rupple Road Trail. In addition, a local developer has requested the addition of a connector trail (number 41) to the Hamestring Creek Trail to provide better connectivity to the Shiloh Trail (number 31). The developer has agreed to dedicate the necessary easement for this new trail connection. On January 6th 2016, The Active Transportation Advisory Committee forward a unanimous vote with the recommendation of approval of the proposed update to the Active Transportation Plan map. The Parks and Recreation Advisory Board forwarded a recommendation of approved the Kessler Mountain Trail Master Plan on April 121h, 2016 which includes the proposed modifications to the paved trails.
