BACKGROUND: Construction has started on the Cato Springs Trail which will extend approximately 2.7 miles south from the Town Branch Trail from Greathouse Park southwest along the Cato Springs Branch to the Fayetteville Regional Park and Kessler Mountain. A portion of the Cato Springs Trail must cross undeveloped property owned by Levi Storage, LLC and the owner is interested in selling all of his property east of the Cato Springs Branch — see attached map. DISCUSSION: The owner of Levi Storage Center, LLC would like to sell all of his property east of the Cato Springs Branch or approximately 3.6 acres for $113,870. This is more property than is needed for the trail so the University of Arkansas was contacted because they own the two adjacent parcels. University of Arkansas officials have agreed to purchase approximately 2.1 acres of the 3.6 acres for $82,574, Approval of this purchase will go before the University of Arkansas system Board of Trustees during their May 25-26 meeting. Staff requests the City Council approval for the purchase of the remaining 1.5 acres of Levi Storage, LLC property for $31,296. Based on recent appraisals in the area, staff believes the price is a fair value for the property. This value might change slightly when the detailed survey is completed and the exact size of the deed is determined, therefore a 10% contingency on price is also requested. BUDGET/STAFF IMPACT: Sufficient funding has been budgeted for property acquisition associated with the Cato Springs Trail through the Trail Development Capital Improvement Program.
