A RESOLUTION TO DESIGNATE APPROXIMATELY 14.2 ACRES OF CITY
PROPERTY AS TRAINING GROUNDS FOR THE FAYETTEVILLE FIRE
DEPARTMENT
WHEREAS, the Fayetteville Fire Department does not have dedicated training grounds
to safely practice the skills needed for rescues, fireground operations and other emergency
responses and has to send personnel to Rogers, Springdale and Lincoln to receive that training;
and
WHEREAS, the City currently owns a 14.2 acre tract of land near Boric Drive and the
White River that is undesirable for industrial or other institutional use because of its proximity to
the designated flood plain; and
WHEREAS, the property will be used as training grounds for wildland firefighting,
trench rescue, confined space entry, emergency vehicle driving, structural collapse, live burns,
heavy equipment, construction site rescues, and hazardous materials, as well as swift water
rescue training because of its proximity to the White River.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby designates
approximately 14.2 acres of general fund property located near Boric Drive and the White River,
which is identified on the map attached to this resolution, as training grounds for the Fayetteville
Fire Department.

Comments: This project can be accomplished using the current Fire Department Capital Improvement Project
funding for Fire Facility Maintenance. A sign, a fence and gate, a driveway and pad for boat launching,
and a sheltered gathering and rest area are all that is needed to get us started.
The City of Fayetteville currently owns this piece of property. If the Fayetteville Fire Department were
given authorization to utilize this land, the City could stop paying property tax on it.

RECOMMENDATION:
Staff recommends authorization to designate City owned land at Industrial Park
Parcel #765-19956-000 for the Fayetteville Fire Department Training Grounds.
BACKGROUND:
The Fire Department does not have dedicated training grounds to safely practice the skills
needed for rescues and fireground operations and other emergency responses. Currently, the
Fire Department sends personnel to Rogers, Springdale, and Lincoln for training that could be
accomplished in Fayetteville.
DISCUSSION:
The City has a 14.2 acre parcel of General Fund land at the east end of Boric Drive
between Superior Wheel and the White River. The land is bordered on 3 sides with the
designated flood plain, which actually encroaches onto portions of the property (see map).
This makes the land somewhat undesirable for industrial use. There is no plan for
expansion into this area by Superior Wheel. The surrounding businesses are agreeable
to the Fire Department locating their training center on this land as determined by the
Fayetteville Chamber of Commerce. To the north and east of the property is Combs Park,
which lies completely in the flood plain. While the Fire Department needs to access the
White River across the Park land, it can be done via an utility easement. Any training on
Combs Park property will be done with the permission of the Parks and Recreation
Department and/or the Parks Board.
With the access to the river, this property is ideal for Fire Department training purposes.
Fire Department personnel can begin using the property immediately for swift water
rescue training. In addition, the property can be used for wildland fire training, trench
rescue, confined space entry, emergency vehicle driving, structural collapse, live burns,
heavy equipment, construction site rescues, and hazardous materials training would be
possible at this property location.
The Fire Department can put together training props on the site over time using current
funding. This property will fit the need for a Firefighting and Rescue training ground site,
with room to expand far into the future. This facility will create a realistic environment for
