CITY OF Tayo11 ARKANSAS MEETING OF DECEMBER 15, 2015 TO: Mayor and City Council THRU: Don Marr, Chief of Staff CITY COUNCIL AGENDA MEMO FROM: Terry Gulley, Transportation Services Department Director DATE: November 25, 2015 SUBJECT: Approval of 2016 Overlay/Sidewalk Projects RECOMMENDATION: Staff and the Transportation Committee recommend a resolution approving the Transportation Division asphalt overlay/sidewalk projects list for 2016. The 2016 project list was presented to the Transportation Committee on November 24, 2015. The Transportation Committee requests the final list be presented to the City Council for its approval by resolution in accordance with Ordinance No. 5173. BACKGROUND: The Transportation Division reviews the need for street overlays based on the existing conditions of streets. The In -House Pavement Improvements program includes asphalt, curb and guttering, pavement striping, and preparation costs for the overlays. The Sidewalk Improvements program improves the connectivity of the sidewalk system by constructing new sidewalk and replacing or repairing existing sidewalks throughout the city. This project also includes funding for ADA accessible ramps. DISCUSSION: A proposal was brought forward at the November 24, 2015 Transportation Committee meeting to discuss the funding options for the overlay program. The council has funded $500,000 in 2015 and an additional $500,000 in 2016 from the Street Fund to provide infrastructure improvements in the proposed Willow Bend project. This project currently is not projected to use these funds until late 2016 or early 2017. Due to this time frame, the Transportation Division is proposing to use the appropriated 2015 funds to increase the funding of the overlay program in 2016. This $500,000 will be re -appropriated in the 2017 CIP budget which allows for the full $1,000,000 to be available when needed for the Willow Bend project. By redirecting this funding approved in the 2015 budget, we will provide repairs to streets prior to further deterioration, thereby preventing more intensive repairs in future years. This has the potential to reduce overall costs associated with the overlay program. These figures represent the distance using both the currently approved CIP funding and the additional $500,000 being proposed. The 2016 sidewalk improvements project list proposes a total of 10,355 linear feet. BUDGET/STAFF IMPAGT: Funds for labor, equipment, materials, and services are included in the 2016 Sales Tax Capital lmprovements Fund project budgets. ln-House Pavement lmprovements consist of $1,852,000 in the CIP Program and $500,000 transferred from the 2015 Willow Bend project. Sidewalk improvements are funded by $500,000 from the Street Fund and an additionál 91,000,000 from the Street Bond Program.
