BACKGROUND: As a result of larger events and festivals, the Fayetteville Police Department has evaluated ways to increase visibility and expand surveillance capabilities. A mobile surveillance platform will give the Police Department a method to monitor large crowds over large areas without increasing manpower. Portability of this system provides flexibility in applications to include traffic monitoring, crowd control and detection of criminal activity. DISCUSSION: Bid number 15-65 received only one quote that met all bid specifications. Bid specifications include an ultra -quiet hybrid diesel charging system with battery bank, 29' telescopic camera pole with state of the art surveillance capabilities. This portable video surveillance system has remote access capability from any desktop computer. Remote access allows an officer to provide crowd oversight while in direct communication with officers on the ground. Also, this system has built-in recording capability to record events/evidence for eventual prosecution. BUDGET/STAFF IMPACT: Funds for this purchase are budgeted within the Police Impact Fee Improvements project. There is no impact on staffing associated with this purchase.
