A RESOLUTION TO EXPRESS THE WILLINGNESS OF THE CITY OF
FAYETTEVILLE TO UTILIZE FEDERAL -AID FUNDS FOR
CONSTRUCTION OF RESTROOMS AND EXPANDED PARKING AT
GORDON LONG PARK, AND TO APPROVE A BUDGET ADJUSTMENT IN
THE AMOUNT OF $260,000.00
WHEREAS, the City of Fayetteville understands that Federal Aid Transportation
Alternatives Program (TAP) funds are available for certain city projects at the following Federal
and City participating ratios:

WHEREAS, the Northwest Arkansas Regional Planning Commission previously
awarded $22,314.00 in TAP funds for the design of new restrooms and expanded parking at the
Gordon Long Park Trailhead; and
WHEREAS, the Northwest Arkansas Regional Planning Commission has approved the
funding required for the construction of the improvements to the Gordon Long Park Trailhead in
the amount of $260,000.00, which requires the City to provide matching funds in the amount of
$65,000.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas expresses its
willingness to participate in accordance with its designated responsibilities in this project.
Section 2: That the City Council of the City of Fayetteville, Arkansas authorizes the
Mayor and City Clerk to execute all appropriate agreements with the Arkansas Highway and
Transportation Department to expedite the construction of the above -stated improvements.

Section 3: That the City Council of the City of Fayetteville, Arkansas pledges its full
support and hereby authorizes Arkansas Highway and Transportation Department to initiate
action to implement this project.
Section 4: That the City Council of the City of Fayetteville, Arkansas approves a budget
adjustment, a copy of which is attached to this Resolution, recognizing $260,000.00 in federal
revenue.

RECOMMENDATION:
Staff recommends approval of a resolution expressing the willingness of the City of Fayetteville
to utilize Federal -Aid funds through the Transportation Alternatives Program (TAP) at a
participating ratio of 80% Federal - 20% Local and authorizing for the Mayor to sign all
appropriate agreements and contracts for the construction of restrooms and expanded parking
at Gordon Long Park and approval of a budget adjustment recognizing revenue in the amount of
$260,000.
BACKGROUND:
In February of 2014, the City of Fayetteville was awarded $22,314 for the Gordon Long Park
Trailhead through the Transportation Alternatives Program (TAP) and the funding was
recognized through resolution 32-14. This funding amount was insufficient to move forward with
construction, therefore additional funding was requested by staff and approved on December 3rd
by the Northwest Arkansas Regional Planning Commission utilizing Federal fiscal year 2015
TAP funds in the amount of $260,000 (see attached NWARPC letter).
DISCUSSION:
Gordon Long Park is located along the Scull Creek Trail that is now part of the Razorback
Greenway serving as the north -south oriented backbone of Fayetteville's trail system. This
section of trail sees an average of 600 trail users per day and trail usage continues to increase
year over year. The large number of trail and recreational users of Gordon Long Park has
demonstrated the need for expanded access opportunities and public restrooms. This proposed
public restroom facility at Gordon Long Park will fill a needed gap that exists in the spacing of
restrooms along the Razorback Regional Greenway in Fayetteville. The completed sequence of
public restroom amenities in Fayetteville from north to south will be: Lake Fayetteville Veterans
Memorial Park, 3.5 miles to Gordon Long Park, 2.5 miles to Wilson Park and then 2.4 miles to
Walker Park near the southern terminus of the Razorback Regional Greenway. Ultimately, this
trailhead will provide commuters and trail enthusiasts that live in other areas of the city or region
a safe and easy access point to the Razorback Regional Greenway.

BUDGET/STAFF IMPACT:
This project will be based on an Agreement of Understanding with AHTD in which Federal -aid
funds will pay 80% of the project amount and the City will pay 20%. The awarded Federal -aid
portion is $260,000 and the City's portion $65,000. The federal portion will be paid from the
Transportation Alternatives Program (TAP) funds. City funds will be from the Trail Development
Capital Improvement Program. The previous TAP funding amount of $22,314 was recognized
with Resolution 32-14. A budget adjustment has been included to recognize the additional
$237,686 of revenue added to the existing $22,314 for a total grant award of $260,000.

Dear Mayor Jordan:
I am pleased to inform you the Gordon Long Park Trailhead Project was selected by the Northwest
Arkansas Regional Planning Commission on December 3, 2014 for FFY 2015 TAP funding. The total
project costs and TAP funds awarded are shown below:

The TAP funding is subject to an obligation limitation and the total available funds may change after final
FFY 2015 funding is published.
These funds are required to be obligated by the end of the Federal Fiscal Year (FFY) which ends on
September 30, 2015. All required AHTD submittals and required approvals for this project should be
completed by August 15, 2015 in order to allow sufficient time to obligate the TAP funds for this project.
Please note that TAP projects "...must comply with applicable provisions in Title 23, such as project
agreements, authorization to proceed prior to incurring costs, prevailing wage rates (Davis -Bacon),
competitive bidding, and other contracting requirements, regardless of whether the projects are located
within the right-of-way of a Federal -aid highway."

BUDGET ADJUSTMENT DESCRIPTION / JUSTIFICATION:
The Northwest Arkansas Regional Planning Commission approved the City's application for Federal -aid Transportation
Alternatives Program (TAP) funding in the amount of $260,000 for the Gordon Long Park Trailhead. This is an 80/20
matching reimbursement grant. The grant funding approved with Res. 32-14 in February 2014 was insufficient to
construct the project, so the $22,314 recognized at that time will not be received. This budget adjustment recognizes
the difference between FY 2014 grant and the FY 2015 grant.
