HomeMy WebLinkAbout220-15 RESOLUTIONOF FAYEjT� \l U •� c� 'AC � 4Rk.AN.S PS 113 West Mountain Street Fayetteville, AR 72701 (479) 575-8323 Resolution: 220-15 File Number: 2015-0543 LIB HORN ANIMAL SHELTER OF FAYETTEVILLE: A RESOLUTION TO RENAME THE FAYETTEVILLE ANIMAL SHELTER THE LIB HORN ANIMAL SHELTER OF FAYETTEVILLE WHEREAS, Olivia "Lib" Horn, a true champion and friend of animals, served as the Director of the Fayetteville Animal Shelter for more than thirteen years from August of 1987 to January of 2001 and oversaw the transition of ownership of the shelter from the Humane Society of the Ozarks to the City of Fayetteville; and WHEREAS, Lib had an integral role as Director in creating the shelter clinic, hiring the City's first staff veterinarian and promoting the low cost spay and neuter program for Fayetteville residents; and WHEREAS, the innovative practices and procedures developed at the Fayetteville Animal Shelter during Lib's tenure became a model for other shelters nationwide; and WHEREAS, after leaving her position as the Fayetteville Animal Shelter Director, Lib continued her passionate advocacy for animals and was the driving force behind the creation of the Lester C. Howick Animal Shelter of Washington County; and WHEREAS, after Hurricane Katrina, Lib led an entirely volunteer shelter for animals rescued from New Orleans and saw every animal taken in by the shelter returned to its original owner or adopted by a new owner; and WHEREAS, Lib dedicated her life to being a tireless protector of and advocate for the unwanted, mistreated, and tortured animals of the world and will always be remembered for her compassion to both animals and people. Howick Animal Shelter of Washington County; and WHEREAS, after Hurricane Katrina, Lib led an entirely volunteer shelter for animals rescued from New Orleans and saw every animal taken in by the shelter returned to its original owner or adopted by a new owner; and WHEREAS, as a final testament to her dedication to the shelter and the citizens and animals served by it, Lib left a very generous portion of her estate to the Fayetteville Animal Shelter, which will likely total more than $50,000.00; and WHEREAS, Lib dedicated her life to being a tireless protector of and advocate for the unwanted, mistreated, and tortured animals of the world and will always be remembered for her compassion to both animals and people. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby renames the Fayetteville Animal Shelter the Lib Horn Animal Shelter of Fayetteville in recognition of the significant contributions Lib made to the lives of the residents and animals of the City of Fayetteville through more than three decades of dedicated public service. Lib made significant contributions to the lives of the residents and animals of Fayetteville through more than three decades of public service. Lib Horn, who had been trained as a veterinary technician, served as the Director of the Fayetteville Animal Shelter from August of 1987 until January of 2001 and oversaw the transition of ownership of the shelter from the Humane Society of the Ozarks to the City of Fayetteville. As Director, Lib opened the shelter clinic and hired the City's first staff veterinarian. She also had an important role in promoting and expanding the low cost spay and neuter program for Fayetteville residents. The practices and procedures that were developed under her leadership became a model for animal shelters nationwide. After leaving the City, Lib Horn continued to advocate for the protection of animals in our area and was the driving force behind the creation of the Lester C. Howick Animal Shelter of Washington County. After Hurricane Katrina, Lib led an entirely volunteer shelter for animals that had been rescued from New Orleans and every animal taken in was returned to its original owner or adopted by a new owner. We in the City Administration believe it is very appropriate to honor the memory of Lib Horn by naming the Fayetteville Animal Shelter in her honor.
