A RESOLUTION TO APPROVE AN EXTENSION TO THE CONTRACT
WITH PLANTE AND MORAN, PLLC FOR INFORMATION TECHNOLOGY
SERVICES THROUGH JUNE 5, 2015 IN THE AMOUNT OF $90,090.00, AND
TO APPROVE A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
an extension of the City's contract with Plante and Moran, PLLC for information technology
services through June 5, 2015, in the amount of $90,090.00 and authorizes Mayor Jordan to sign
all documents necessary to effectuate that agreement.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached to this Resolution and made a part hereof.
PASSED and APPROVED this 20th day of January, 2015.

SUBJECT: Plante Moran Contract Amendment & Budget Adjustment
RECOMMENDATION:
The request is for the City to amend a previously approved agreement with Plante & Moran to
provide project management and IT department management services to the City of
Fayetteville. As was previously discussed during the original contract approval, the IT Director
has been out with a significant health issue and thus created a gap in day to day management
needs for the IT Division. Unfortunately our IT Director passed away, and the City began to
conduct a search to fill the position. The top candidate and individual being offered the position
is unable to relocate and begin work until May 11th, 2015. We continue to have several
significant IT initiatives taking place (Website roll out, ERP Selection and Implementation,
Helpdesk Services, etc) and it is imperative that we have contract division management
services to share the work load until our new hire is in place. We will utilize the salary savings
from positions being unfilled in the IT department to pay for the contracted services. The
contract services will end once handoff period is complete to the newly hired Director.
BACKGROUND:
The City of Fayetteville entered into an agreement with Plante Moran for services % time
through 2014. We have used the contract to supplement day to day management of the IT
Division with an on-site manager every other week since the beginning of the year with the
exception of weekly services through the Capital Planning Process in May. The City still have
significant IT projects moving forward, most importantly the ERP System Selection and
Implementation, as well as regular daily IT management needs. It was anticipated that a final
decision would be made as to the return possibility & date of our IT Director by year end 2014.
Unfortunately we lost our IT Director to cancer, and we spent the 4th quarter of the year
screening and interviewing potential IT Director candidates. Pursuant to RFP 16-14
2.) INTENT:
a. The City intends to select a primary contract manager for an initial six (6) month term with renewable
options in additional six (6) month increments.
We would like to extend this contract with Plant Moran for another 4 month 1 week increment
through June 5th, 2015 to cover the management needs until the final handoff of duties is
completed and the newly hired IT Director has begun and worked with Plante Moran to take
over all IT initiatives.
