AUTHORIZE THE ADDITION OF 2.0 TEMPORARY FULL TIME EQUIVALENT POSITIONS TO THE
COMMUNITY RESOURCES DIVISION TO HIRE CASE MANAGERS TO PROVIDE HOUSING
SERVICES FOR HOMELESS FAYETTEVILLE RESIDENTS
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment,
a copy of which is attached to this Resolution, in the amount of $414,161.00 recognizing Special Needs
Assistance Program grant revenue.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby authorizes the addition of 2.0
temporary full time equivalent positions to the Community Resources Division to hire case managers to
provide housing services for the homeless in Fayetteville.

SUBJECT: Special Needs Assistance Programs Grants
RECOMMENDATION:
Staff recommends that the Special Needs Assistance Program (SNAP) grants revenue be
recognized in the amount of $414,161 per the attached budget adjustment and that two full time
temporary positions to serve as case managers for the project be approved. The two temporary
positions will be in effect until all of the grant funds have been expended.
BACKGROUND:
The Special Needs Assistance Program funds will keep homeless assistance programs viable in
the Fayetteville area. Funds were awarded to the city on September 28,, 2015 by the
Department of Housing and Urban Development (HUD). This program will serve our most
vulnerable population of individual, families and veterans who are experiencing homelessness.
The two full time temporary positions will be funded from current Community Development
Block Grant funds. This funding will meet the grant match requirement for the SNAP grant.
DISCUSSION:
Grant funds must be recognized and the full time temporary positions must be approved so that
housing services may be provided to our homeless population.

Position Description
POSITION TITLE: Case Manager
Exempt (Y/N) N DEPARTMENT: Development Services
SUPERVISOR: Community Resources Director DIVISION: Community Resources
Job Grade: 113 DATE REVISED: October 2015
ESSENTIAL DUTIES AND RESPONSIBILITIES: Note: All City of Fayetteville positions
require the employee to provide good customer service to both internal and external customers,
maintain positive and effective working relationships with other City employees (especially
members of his or her own team), and have regular and reliable attendance that is non -
disruptive. Other essential duties of this position include the following:
1. Build relationships with clients to establish trust and assess progression accurately.
2. Develop a Housing Stabilization Plan (HSP) with each client to identify goals and
objectives for successful stabilization of the household. Evaluate and adjust each client's
plan based on progress.
3. Conduct weekly meetings with clients to assist them with implementing the goals in their
HSP by providing tasks, tools, resources and follow-up.
4. Provide job readiness training, job search assistance, and ongoing support services after
assisting eligible clients in obtaining employment.
5. Conduct one-on-one sessions for further employment and skill building.
6. Maintain required data and detailed case notes on all cases and submit to the Division
Director on a bi-weekly basis for review.
7. Provide life skills coaching in the following areas: housekeeping, personal hygiene,
health & fitness, utilizing community resources, money management, anger management,
parenting and good communication for clients.
8. Identify and assess individual client's skills needed to maintain independence.
9. Provide documentation and progress notes for clients file as necessary. File
documentation within 48 hours of client visit.
10. Provide information and referrals to individuals regarding additional community
resources they may need including access to bus passes, food stamps, etc.
11. Help families connect with employment services and/or obtain financial assistance from
government or private sources as appropriate.
12. Make appropriate mental health and substance abuse treatment referrals to area agencies
and coordinate with the Division Director as needed.

13. As necessary, assess tenancy problems such as late payments, damage or lease violations,
identify options to remedy the issue(s) and report to Division Director as needed.
14. Counsel with families/partners experiencing conflict to find compromise solutions to
domestic problems and provide outside referrals as appropriate.
15. Perform other duties as assigned.
SECONDARY DUTIES AND RESPONSIBILITIES include the following:
1. Perform secondary duties as assigned.
MINIMUM QUALIFICATIONS
1. Bachelor's degree in psychology, social work or related field and one year of related
experience. Prefer experience working with individuals with disabilities in the field of
employment, education, rehabilitation, counseling, health, human services or a related
field.
2. Valid Driver's License.
3. Must successfully pass criminal background check, including but not limited to
convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any
offense under A.C.A. 21-15-103.
4. Effectively communicate with others orally and in writing.
5. Ability to write reports, business correspondence, and procedure manuals.
6. Ability to effectively present information and respond to common inquiries or complaints
from clients, regulatory agencies, or members of the business community.
7. Ability to solve problems, make decisions, resolve conflicts and listen effectively.
8. Ability to calmly deal with crisis situations.
9. Strong interpersonal skills with the ability to be compassionate and firm and always
maintain appropriate confidentiality.
10. Must be proficient in the use of a computer and software programs such as word
processing and spreadsheet applications. Must be able to effectively operate standard
office equipment.
11. Ability to work with mathematical concepts such as addition, subtraction, multiplication
and division.
12. Ability to work in a team setting and work independently with limited direction.
13. Ability to work some evening hours may be required in order to accommodate clients'
work schedules.
14. While performing the functions of this job, the employee is regularly required to talk and
hear. The employee regularly is required to move from location to location; use hands to
finger, handle, or feel; reach with hands and arms. The employee must occasionally lift
and/or move up to 25 pounds. Vision abilities to accomplish computer and office work.
