BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves a contract, a copy of
which is attached to this Resolution, with Community Access Television, Inc. d/b/a Your Media in the
amount of $153,570.00 for the provision of public access television services and the operation of the public
access television channel through 2016, contingent on approval of the 2016 annual city budget.

SUBJECT: Community Access Television, Inc. (d/b/a Your Media) Contract for 2016.
RECOMMENDATION:
Approval of the attached contract between the City of Fayetteville and Community Access
Television, Inc. (d/b/a Your Media) in the amount of $153,570 to provide Public Access
Television services from January 1, 2016, through December 31, 2016, contingent on approval
.of the 2016 annual city budget and work program.
BACKGROUND:
Community Access Television, Inc. (d/b/a Your Media), is being recommended to be the City's
Public Access provider for the term from January 2016 through December 2020.
This is a request for a contract for fiscal year 2016, with a potential renewal for up to four
additional one-year terms.
DISCUSSION:
Public Access Television Services Provider RFP 15-12 received one response from Community
Access Television, Inc. d/b/a Your Media. Your Media is the current Public Access provider. City
Staff met with staff of Your Media to discuss any proposed changes to the Public Access
services contract. Your Media requested a funding increase to address its staff structure in
order to better serve the citizens of Fayetteville and City of Fayetteville Governmental
Departments. For the previous four years, the Public Access service provider contract has been
$105,000 with no funding increase. For 2016, a funding increase of $48,570 to $153,570 raises
staff salaries to a more competitive market level with some benefits, allows Your Media to better
retain skilled staff, increases the Director of Education to a full-time staff position, and creates a
small production team fund that allows for more video coverage of local community events to be
telecast on Public Access Television. The contract also allows for a 3% per year cost of living
increase (based on salaries alone) for up to four years. This cost of living increase and increase
in salaries brings the positions and salaries more on par with comparable City positions. Other
than the funding increase, there were no significant changes to the contract. Staff is confident
that the funding increase will allow Your Media to improve staff efficiency and improve the
services provided to the citizens of Fayetteville. On October 27, 2015, the Telecommunications
Board unanimously recommended approval of the Community Access Television, Inc. (d/b/a
Your Media) Contract for 2016.
