BACKGROUND: The City of Fayetteville began constructing the first phase of the Regional Park in March of 2015. The current phase includes the construction of three baseball fields, six soccer fields, water, sewer, and electric utilites, road and parking lot construction, a great lawn area and two restroom/concession buildings. This phase of the project is anticipated to be complete in the fall of 2016. DISCUSSION: The bid for Phase One of the park originally included the construction of the entry road, water, electric, and sewer infrastructure, six lighted soccer fields, four lighted baseball fields, two restroom/concession buildings, a playground and associated parking. The low bid for the project was over budget due to challenging topography, geology and other site contraints. City staff and the consulting team identified savings through value engineering to bring the project in budget. Two of the items removed included the fourth baseball field and the sports lighting for the soccer fields. The fourth baseball field would complete the set of four intended for Phase One, and also allow for programming and tournaments to be held. Lighting the soccer fields will allow extended hours of use, accommodating additional teams in our youth program and provide opportunities for other clubs to utilize the fields such as ultimate frisbee, rugby, and club soccer.
