THROUGH THE U.S. DEPARTMENT OF HOUSING AND URBAN
DEVELOPMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes Mayor
Jordan to sign a letter of intent to accept Special Needs Assistance Program grants through the
U.S. Department of Housing and Urban Development.

SUBJECT: Special Needs Assistance Programs Grants Letter of Intent
RECOMMENDATION:
Staff recommends that a letter of intent be approved and that the authority be given to the
Mayor to execute grant agreements for Special Needs Assistance Program (SNAP) grants
which total approximately $522,891.
BACKGROUND:
The funds have been released and are at risk of reallocation out of the Fayetteville area. The
Special Needs Assistance Program funds would keep homeless assistance programs viable in
the Fayetteville area. HUD has provided an attachment that includes grant information for each
grant, along with grant balances and the grants are all active. The HUD Little Rock Field Office
has approached the City of Fayetteville to prevent the loss of grant funds that support our most
vulnerable population of individuals, families and veterans who are experiencing
homelessness. The grants were administered by Seven Hills Homeless Center. The Seven
Hills Homeless Center, Executive Director provided HUD with a written notice on July 17 stating
Seven Hills Homeless Center could no longer administer HUD's homeless program due to the
agency's current financial situation.
DISCUSSION:
In order for the funding reallocation process to begin a letter of intent must be submitted to the
HUD Little Rock Fields Office as soon as possible.

RE: Special Needs Assistance Program (SNAP) Grants
Given the breadth and costs of these SNAP grants (five individual grant
programs totaling more than $500,000.00), I believed it was appropriate to
have the City Council specifically authorize the Mayor to sign a letter of
intent which will get the City to the next steps in the grant process. Signing
the letter of intent does not bind the City to administer these grant
programs.
After the letter of intent is submitted, HUD will prepare grant agreements
that will require separate approval by the City Council and the Mayor.
These grant agreements will need to be carefully reviewed by the
Administration, the City Attorney's office and the City Council before the
City agrees to administer the grant programs.
