BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves a
payment of $170,000.00 to the Arkansas Highway and Transportation Department for the
additional cost of a shared use path on the Highway 112 bridge across Interstate 49.

SUBJECT: Approval of a Payment to the Arkansas Highway and Transportation
Department in the Amount of $170,000 for the Additional Cost of a shared use path
across the Highway 112 Bridge over 1-49
RECOMMENDATION:
Staff and the City Council Transportation Committee recommend approval of a cost share with
the AHTD in the amount of $170,000 for the additional cost of a shared use path across the
Highway 112 Bridge over 1-49.
BACKGROUND:
The AHTD, as part of their 1-49 improvement program, is planning to widen the bridge on
Highway 112 (Garland Avenue) to 5 lanes. The plan presented at a public meeting in
September 2014 included 5 12 -foot wide travel lanes, with 5 -foot wide bike lanes on either side
of the road, along with 6.5 -foot wide sidewalks.
Subsequent to the meeting, staff presented a cross section to the AHTD, using 11 -foot wide
travel lanes and no bike lanes; with a reallocation of the lane width and bike lane space to a 12 -
foot wide side path along the west side of the road.
DISCUSSION:
In a letter dated June 18, 2015, the AHTD responded to the City's request by providing a
proposed section with a 14 -foot wide side path and 5 -foot wide buffer area, and requesting the
City's participation in the extra cost of the shared use path, which the AHTD calculated to be
$170,000. Staff reviewed the proposal, and presented it to the Transportation Committee at
their meeting on June 30th. It should be noted that the original cross section proposed by the
AHTD, is 86'2" total width, and the currently proposed cross section is only 6 inches wider than
that at 86'8", so it would appear that the cross section is essentially the same. However, due to
the importance of this shared use path, as a bicycle and pedestrian route across 1-49, and a
connection between trails on either side of I-49, the Committee recommended approval of the
cost share amount as proposed.
The Committee also requested consideration of a parapet wall between the roadway and the
shared use path. I discussed this with the AHTD; their response was that design standards do
not require a wall, and that while an additional solid concrete wall is not necessary, there may
