PURCHASE OF A NEW FORENSIC COMPUTER SYSTEM BY THE POLICE
DEPARTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves a budget
adjustment in the amount of $8,077.00 recognizing funding from the Homeland Security
Investigations Task Force for the purchase of the a new forensic computer system by the Police
Department.

SUBJECT: Budget Adjustment for purchase of Forensic Computer System
RECOMMENDATION:
Staff recommends approval of a budget adjustment in the amount of $8,077 to recognize
funding from the Homeland Security Investigations (HSI) Internet Crimes Against Children
(ICAC) Task Force for the purchase of a new Forensic Computer System.
BACKGROUND:
The Fayetteville Police Department is a full-time Task Force partner of HSI and has a
digital forensic examiner assigned to the HSI ICAC Task Force. We requested federal funds to
purchase a new Talino KA -101 forensic computer system for use at the HSI ICAC Task Force
and received approval from the HSI New Orleans office in the amount of $8,077.
DISCUSSION:
The forensic computer is used to image, process, and store digital evidence.
Fayetteville's existing Forensic Recovery of Evidence Device (FRED) DX system used on the
Task Force is outdated and incapable of effectively imaging and processing the amounts of data
currently encountered.
BUDGETISTAFF IMPACT:
Approval of this budget adjustment will increase both revenue and expense in the
amount of $8,077. There is no staffing impact associated with this budget adjustment.

Justitication/List of Items:
The Fayetteville, Arkansas Police Department is a full-time TFO partner of HSI and has a digital
forensic examiner- assigned to the HSI Fayetteville [CAC task force. Fayetteville P1) is requesting
to purchase a new Talino KA- i 01 forensic computer for use at the HSI TCAC Task Force. The
Talino KA-101 is used to image, process and store digital evidence. Ii is comparable to the FRED
(Forensic Recovery of Evidence Device) forensic systems we have used in the past for digital
Forensics but it is substantially less expensive. The current FRED DX systertt used by Fayetteville
PD on the task force is outdated and incapable of. effectively imaging and processing the amounts
of data we.currently encounter.
Fayetteville Police Department does not currently own an adequate forensic computer system that
can effectively image, process and store digital evidence. The cost of the new Talino KA-10I
system is $7359.00.
Estimated Cost:
The °coat for thls.essential equipment is $7,359.00. Existing SLOT funds will be reallocated to Fayetteville PD for this
purchase. if approved.

Your lead on this is greatly appreciated. The City of Fayetteville is not tax exempt so this purchase will increase by 9.75%
for a total purchase price of $8,076.50. Please let me know if this tax amount can be included in the reimbursement.

Great news! We are approved to reimburse Fayetteville PD for $7,359 for the cost of the device. Andy advised that
shipping is free but please let me know if taxes are involved (we are tax exempt and I am not sure if you are the
