This grant requires 50% in-kind and/or cash matching funds. BACKGROUND: The U.S. Department of Justice (DOJ), Office of Justice Programs (OJP), Bureau of Justice Assistance (BJA) is seeking applications for the fiscal year 2015 Body -Worn Camera Partnership Program. This program furthers the DOJ's mission by supporting the safe and fair administration of justice. Law enforcement agencies across the country are using body -worn cameras (BWCs) as a promising tool to improve law enforcement interactions with the public. BWCs can provide a visual and audio record of interactions. Some preliminary evidence indicates that the presence of BWCs helps strengthen accountability and transparency, and can assist in deescalating conflicts, resulting in more constructive encounters between the police and members of the community. DISCUSSION: The Fayetteville Police Department will be the lead agency for this grant application in the total project amount of $266,000. Fayetteville will apply for $51,000, Springdale will apply for $51,000, and Washington County will apply for $31,000. Grant funds may be used to purchase BWCs, new computer systems (excluding digital storage) required for BWC use, travel, and training. Any increase in digital storage capacity needed to implement a BWC Program must be purchased using local matching funds. BUDGET/STAFF IMPACT: If awarded, multiple sources of funds will be evaluated for meeting the local matching requirements of $51,000. The City of Fayetteville agrees to pay the City of Springdale up to $51,000.00, Washington County up to $31,000.00, and the balance up to $51,000 to the City of Fayetteville from these grant funds. Section 2. The City of Springdale, City of Fayetteville, and Washington County agrees to use grant funding to implement body -worn camera program for law enforcement on or before September 30, 2017 in accordance with grant goals, objectives, deliverables, and each jurisdictions procurement policy. Section 3. Nothing in the performance of this Agreement shall impose any liability for claims against the City of Fayetteville, the City of Springdale, or Washington County. Section 4. Each party to this Agreement shall be responsible for its own actions in providing services under this Agreement and shall not incur any civil liability that may arise from the furnishing of services by the other parties. Section 5. The parties to this Agreement do not intend for any third party to obtain any rights by virtue of this Agreement.
