A RESOLUTION TO REAFFIRM THE BACK -IN PARKING DESIGN ON
BLOCK AVENUE BETWEEN DICKSON STREET AND SPRING STREET
WHEREAS, after considerable discussion and public input, the City Council approved
the back -in parking design on Block Avenue between Dickson Street and Spring Street in 2010;
and
WHEREAS, the replacement of parallel parking spaces with back -in parking spaces
resulted in an increase of twenty nine parking spaces in that area; and
WHEREAS, the estimated costs of the two best options for changing the current parking
arrangement are $28,077.08 and $42,720.00.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby reaffirms
the back -in parking design on Block Avenue between Dickson Street and Spring Street.

RECOMMENDATION:
This item is forwarded from the Transportation Committee with no recommendation. City staff
recommends Block Avenue remain as it was approved by the Transportation Committee in
2010, after significant discussion and public input before, during, and immediately after the
construction.
BACKGROUND:
In 2010, the City of Fayetteville Transportation Division constructed improvements to Block
Avenue between Dickson Street and Center Street. Improvements included new curb and
gutter, storm sewer features, sidewalks, street trees, lighting, traffic calming measures and
parking. As a part of the design for this project, the City constructed back -in parking spaces on
the block between Dickson Street and Spring Street. The replacement of parallel spaces with
the current parking arrangement resulted in an increase in available parking spaces, as follows:
• From Dickson to Spring, an increase from 14 spaces to 30 spaces.
• From Spring to Meadow, an increase from 0 to 13 spaces
• From Meadow to Center, the number of spaces remained the same.
The provision of additional parking has been a consistent desire of businesses and visitors to
Block, Center, and other streets in the downtown area.
On October 22, 2010, as requested by adjacent business owners, staff presented two options
for changing the already constructed back -in parking configuration to pull -in parking for
consideration by the Street Committee. The memo and the drawing from that discussion are
attached. The Committee declined to make any recommendations to change the islands at that
time.

DISCUSSION:
Most recently, at the request of a citizen, the Transportation Committee again revisited this
issue at the March 25th Committee Meeting. The same options that were presented in 2010
were again discussed:
1) Modification of the islands, asphalt milling and overlay of the parking area, and restriping
to pull -in parking. This change would result in a decrease in available angled parking
spaces from 28 to 25 in this area. The estimated cost of this option is $42,720.
2) Milling, overlay, and restriping the parking spaces, with no changes to the concrete
islands. This change would result in a loss of 8 angled parking spaces, from 28 to 20.
The current estimate for the second option to restripe the parking is $28,077.08.
Both of these options include milling and repaving the parking area for aesthetic purposes, to
permanently remove visibility of the current striping configuration. The cost to simply mill the
striping lines and restripe them for pull in parking would be substantially less (approximately
$6,500) than either of these estimates, but would not produce an aesthetically pleasing result,
and could potentially cause confusion for users as the striping wears over time, as evidence of
the originally striping would still remain.
At the Transportation Committee meeting, several members of the public presented their
concerns/comments about the request to alter the street. The Transportation Committee did not
reach a consensus, other than agreeing on the concern of expenditure of funds on a street that
was recently completed.
BUDGET/STAFF IMPACT:
If incorporated into a future year work plan, the Transportation Division could plan to construct
either of the options as part of their work plan and budget for that year, understanding that other
projects currently waiting to be included in the work plan may be delayed. If the changes were
to be made this year (2014), the work plan would require an adjustment, and this project would
result in other project(s) being removed from the work plan for 2014.

At the request of the Street Committee on October 13th, staff developed two options for changing the back -in
parking to pull -in parking from Dickson Street to Spring Street. These options are presented for the committee
review and discussion. A concept drawing of the two options is attached. As currently constructed, this
segment of Block Avenue provides 28 back -in spaces. The two options listed below will reduce the number of
available spaces by 3 and 8 spaces respectively.
1) The first option would be to modify the existing islands on the west side to accommodate the change
in the parking direction. By constructing these changes to the islands, the parking can be configured
to provide 25 angle parking spaces in this block. The cost of these modifications is estimated to be
$39,751.00. This cost includes the modifications to the islands, the milling of the asphalt to remove
the current striping, the replacement asphalt and the replacement of the striping for the parking
spaces.
2) The second option would be to leave the islands as constructed and restripe the parking spaces to
change the parking direction. With these changes, the parking can be configured to provide 20 angle
parking spaces in this block. The cost of these modifications is estimated to be $25,187.00. This
cost includes the milling of the asphalt to remove the current striping, the asphalt replacement and
the replacement of the striping for the parking spaces.
