BACKGR01M: The FAA has recommended that we request a Design Only AIP project to design the Terminal Apron Rehabilitation. It is anticipated that the project will be funded 90 % by the FAA and 10% by the State of Arkansas Department of Aeronautics. This Design Only Grant will take the project through receipt of bids for the project construction. The construction project will be funded on the bids received when the FAA notifies us that the funds are available for the construction. We have two years of entitlement funds stored for this project which amounts to approximately $350.503. Project construction will utilize the amount currently available plus the FY2015 entitlement ($150,000) which will fully fund the total Apron Rehab at approximately $450,000. BUDGET IMPACT: Total project cost is $36,050,00 for design and bidding services. Total is anticipated to be fully funded by FAA 90% and Arkansas Aeronautics 10%. The referenced basic agreement pertains to proposed improvements to Fayetteville Executive Airport, Drake Field. This Task Order entered into and executed on the date indicated below the signature block, by and between the City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project description, project schedule, and engineering fees for construction phase services related to the Terminal Apron Rehabilitation Improvements, Fayetteville Executive Airport, Drake Field. SECTION I - PROJECT DESCRIPTION The project is to consist of the rehabilitation of the Terminal Apron Concrete Pavement. The anticipated repairs to the aprons 20,100 square yards of 11" concrete and 7010 square yards of 6" concrete include total slab section replacements, concrete surface repairs, resealing of some joints, a new protective coating, and restriping. The services to be performed include: Topographic Survey; Preliminary Design; Detailed Design; Bidding Services; Cost Estimates; and review fees for State and/or Federal Agencies. Apron Topographic Survey 20 calendar days B. Preliminary Design Services: 45 calendar days C. Final Design Services & Cost Estimates: 90 calendar days D. Bid Phase Services: (After FAA Approval) 40 calendar days SECTION III - SCOPE OF SERVICES McClelland Consulting Engineers, Inc. shall, generally, provide those services fisted in the basic agreement which are applicable to this specific Task Order. Specifically, the project is likely to include: A. Perform Topographic Survey of the Concrete Apron at the Terminal Building. B. Performing preliminary engineering design services, and meeting with the City to discuss the project. C. Performing the detailed design of the Improvements, formulating final construction cost estimates, and meeting with the City to discuss the project. D. Assist the City of Fayetteville advertising for competitive bids and recommending the award of a construction contract. SECTION IV - FEES AND PAYMENTS The following fees are to be paid to McClelland Consulting Engineers, Inc. as compensation for his services: A. Apron Topographic Survey B. BACKGROUND: On 2/18/14, RES 33-14, the Fayetteville City Council approved Task Order #10, McClelland Consulting Engineers (MCE), for Design, Engineering, and Bidding Services associated with the planned Terminal Apron Rehabilitation project. This project is developed to refurbish the deteriorating surface of the aircraft parking area adjacent to the Drake Field Terminal building. The project is planned to be funded with grants from the FAA and AR Department of Aeronautics, 90110. The Airport will give MCE a notice to proceed with the design/bidding tasks once the FAA grant funding is secured. DISCUSSION: FAA Project Manager, Paul Burns, has indicated to Airport staff that the federal funding announcements for Arkansas airport grants are likely to occur in mid -May. Having the application prepared and signed ahead of time will facilitate a quicker approval of funding from the FAA. BUDGET/STAFF IMPACT: The FAA grant will provide $32,445 in revenue for the design/bid phase. The state is anticipated to provide $3605 match toward a total cost of the design/bid phase of $36,050. Objective: Design and engineering tasks leading to construction plans suitable for bidding. Receipt of Bids. 2. Benefits Anticipated: A well -designed cost-effective solution to arrest the ongoing deterioration of the main terminal aircraft parking area. Originally constructed in the 1970s, the concrete surface is increasingly prone to pop -outs and spailing producing an ongoing FOD hazard for aircraft. The project will provide the best, least -cost approach to restoring the Terminal Aircraft Parking Apron surface, reducing hazards and extending its useful life. 3.
