Noland WWTP and 2 rain gardens at the West Side WWTP, and approve a budget adjustment acknowledging receipt of the revenue. BACKGROUND Grant applications were submitted to the Rain Garden Project in August proposing the installation of 4 rain gardens at the Noland WWTP and 2 rain gardens at the West Side WWTP. Staff received an email notification from the Rain Garden Project Team awarding up to $10,000 for the Paul R. Noland WWTP and up to $5,000 for the West Side WWTP. The Rain Garden Project is funded through Arkansas Natural Resource Commission and the USEPA in partnership with the Illinois River Watershed Partnership and the Beaver Watershed Alliance, and the Beaver Water District to install 30 rain gardens each in the White River and Illinois River watersheds. DISCUSSION The Rain Garden Project grant seeks to empower students and communities to confront local watershed concerns by implementing demonstration rain gardens in public and quasi -public properties, including schools, churches, and public institutions, within the Illinois River and Beaver Lake Watersheds; and educating the public about the numerous benefits of this alternative stormwater management approach. The proposed Noland rain gardens, located adjacent to the visitor parking, will strategically capture parking lot run-off, improve existing xeriscape features, and collect a portion of excess runoff from the administration building. The West Side rain gardens will be strategically located along the facility tour route and to eliminate erosion along a drainage bank. Attached are copies of the grant applications, which contain drawings of the proposed rain gardens. The grant money will be used solely to install the rain gardens by June 30, 2014 with the assistance from the Rain Garden Project team. We are also obligated to maintain and monitor the rain gardens for 5 years. BUDGET IMPACT The grants should cover most of the material costs for the installation of the rain gardens. Operational costs, if any, will be absorbed into the facilities maintenance costs in the CH2M Hill operational contract budget. The improved soil and native vegetation within the rain gardens will add to our beneficial habitat for small mammals, birds, reptiles and pollinators. The West Side WWTP is also an ideal location for these rain gardens as nearly 500 guests visit annually for plant tours. Attend a Rain Garden Academy in the Spring or Fall. z. Recruit volunteers to provide labor for installation and ongoing maintenance for five years after the installation, which includes watering the rain garden 1"per week during establishment and summer months. Further recommendations for maintenance will be provided by the Rain Garden Project group. The Rain Garden Project Organizations will not be held responsible for plants that have died due to weather conditions or mis-care (ex. over watering). Replacement plants and mulch will be the responsibility of the Rain Garden Project participant. 3. Submit receipts for all pre -approved material purchases within 30 days of the installation of the rain garden located on the property listed in this application. 4. Receive reimbursements from the Rain Garden Project within 90 days of installation of the rain garden located on the property listed in this application and keep a record of the reimbursement. 5. Allow Rain Garden Project technicians to monitor the rain garden. 6. Allow Rain Garden Project group to photograph or video tape rain garden installation before, during and after installation.
