A RESOLUTION TO REQUEST THAT THE ADMINISTRATION STUDY
THE NECESSITY AND FEASIBILITY OF ADDING A NINTH BEAT AND
FIVE ADDITIONAL POLICE OFFICERS TO THE FAYETTEVILLE POLICE
DEPARTMENT
WHEREAS, the City Council greatly appreciates and respects the Chief of Police and
Fayetteville Police Department for their work in serving the City of Fayetteville and its residents
with the limited resources that are available; and
WHEREAS, according to Chief Tabor, Fayetteville has the lowest number of officers on
duty per capita of the ten largest cities in Arkansas and has a median crime rate; and
WHEREAS, response times to calls for service have slightly increased in recent years
and a study should be conducted to determine whether adding five new police officers would
help maintain or improve response times; and
WHEREAS, the cost for five new police officers to be added to the Police Department is
estimated by Chief Tabor to be $275,400 in recurring costs for salaries and benefits and
$59,400.00 in one-time costs for equipment and training.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby requests that
the City Administration conduct a study to determine the feasibility and necessity of adding a
ninth beat and five additional police officers to the Fayetteville Police Department.

Memo from Alan Long to the City Council of Fayetteville
Members of the council:
I apologize that this was unable to be added to the
tentative agenda that was sent out on Friday. Due to the
new system for the agenda and my schedule, I was
unable to sign the agenda request form in time.
Alderman Adams and I believe that this is something that
should be discussed along with the budget. Therefore,
Alderman Adams and I are bringing this forward as a
walk-on agenda item.
Resolution to add an additional police beat to the
Fayetteville police force:
Currently we have 8 police beats.
FACTS:
• Fayetteville is below the industry average by 26 officers (based on a per capita average)
• Fayetteville has a median crime rate
• Out of the 10 largest cities in Arkansas, Fayetteville has the lowest number of police,
patrol officers on duty (per capita) at any given time.

From the excel spreadsheet I sent you we can delete the 5 duty weapons for a total $2656.00. We
have that many extras on hand. We might also be able to deduct some from the uniforms, but that would
just be a guess. We could only determine that after a hire was made. Please let me know if you need

Support for increased police patrols and staffing

This is in support of the Council's consideration of adding additional beats for police patroling. From
our point of view, our ratio of police to population is low for a city of this size, so the long-term solution
to increased public safety is an adequately staffed and training police force. In the short run, while
considering ways to budget and pay for, it would be helpful to have some increased patrolling to deal
with neighborhood crimes, especially in the university heights area near U of A.

Need for additional police patrol in University Heights: Please forward to Mayor and

We live in University Heights where the number of thefts, break ins, and over -occupied homes with
late night noise has escalated and become a real problem.
I realize our police force is already stretched thin and think that you should consider the addition of
more police officers, especial with how our population is growing, to address this issue.

I understand that the City Council will consider a resolution requesting that
the administration add an extra police beat to the patrols in Fayetteville. I
support this move. In University Heights, where I live, this year has seen a
noticeable increase in theft, break-ins to houses and cars, and in the
number of incidents of disturbance from over -occupied houses in our
residential neighborhoods. The increased student population and the
increasing number of festivals, home games, and other crowd -inducing
activities also brings an increase in some kinds of criminal activity.
We need to work harder to bring the Fayetteville police force up to its full
complement of personnel, but in the meantime, an additional police patrol
might help address some of these issues.

Mayor and City Aldermen:
I support the passage of the resolution that is scheduled to come before the council, to add a police beat to the patrols
in Fayetteville. My University Heights neighborhood and Ward 4 as a whole has experienced a marked increase in
thefts, break-ins, incidences of disturbance, and over -occupancy. Expanding neighborhoods and business districts are
stretching our police force thin to respond to similar challenges on all sides of the city. The relatively small size of the
current force means officers are less able to provide a regular presence to a given area, to serve as deterrent to crime
and support for the the general public.
Though Fayetteville residents do a remarkable job in working together to create safe neighborhoods, public safety
officers are a critical part of the equation. Our police force is to be commended for the excellent support they give
throughout our city. However, given that Fayetteville is understaffed according to industry standards for police
coverage, as well as the documented growing need for service, I urge council members to vote in favor of this
resolution.

Need for additional Police Patrols- Please distribute to the City Council
We are writing in support of resolution by Alderwoman Adams and Alderman Long to create an
additional police patrol in west Fayetteville. We have lived in Ward 4 for over 25 years and have
watched the explosive growth throughout the Ward. We have seen a growth in crime and speeding
and a lack of available patrols to deal with these issues. Some of the examples are car break ins;
vehicles stolen from the driveway of homes; drunks driving erratically and almost driving through
homes; homemade bombs through from vehicles; noise from parties; out of control parties; and
personal property damage. It is even worse on the west side of I49, where they have had gang
shootings, break ins that are slow to be investigated, personal property damage and DWI's that have
been inappropriately handled. There continues to be new growth in Ward 4 and with the extension
of Rupple to Hwy 62 the problems will continue to multiply.
