A RESOLUTION TO APPROVE A BID FROM PIERCE MANUFACTURING,
INC. PURSUANT TO THE HOUSTON-GALVESTON AREA COUNCIL
CONTRACT #800-926-0234 FOR A PIERCE 75 FOOT HEAVY DUTY
ALUMINUM LADDER FIRE TRUCK IN THE AMOUNT OF $807,259.00
PLUS A CONTINGENCY OF $16,146.00
WHEREAS, the Fire Department needs to replace the 1992 Pierce 65 foot ladder truck
that was auctioned off in February; and
WHEREAS, the Fire Department researched several available fire trucks and visited
several different manufacturers to try to get the best fire truck and the best price; and
WHEREAS, the Fire Department recommends the Pierce 75 foot Heavy Duty
Aluminum Ladder Fire Truck that was approved by the City Council Equipment Committee on
June 24, 2014.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves a
bid from Pierce Manufacturing, Inc. pursuant to the Houston -Galveston Area Council Contract
#800-926-0234 for a Pierce 75 foot Heavy Duty Aluminum Ladder Fire Truck in the amount of
$807,259.00 plus a contingency of $16,146.00 and authorizes Mayor Jordan to sign any contract
or other document to exercise and pay for this approved bid.

RECOMMENDATION:
Approval of a resolution to purchase apparatus from Pierce Manufacturing, Inc. of Appleton,
Wisconsin through the Houston -Galveston Area Council (HGAC) Contract #800-926-0234
Member # 14-3975 in the amount of $807,259 for use by The Fayetteville Fire Department; And
approving a 2% Contingency of $16,146.
BACKGROUND:
Unit #24 was a 1992 Pierce 65 foot ladder truck that was worn out and was auctioned off last
February on GovDeals. The Fire Department's internal equipment committee has spent almost
a year in researching available units in order to get the best buy for the City. They visited
manufacturing plants of several different companies as part of the process. They have chosen
a unit from Pierce Manufacturing. The truck the Fire Department Equipment Committee has
proposed to buy was approved by the Council Equipment Committee at their meeting of June
24th, 2014.
DISCUSSION:
The unit proposed for purchase is a "Quint" which means the Fire Department will have five
functions available on this apparatus: pump, water, fire hose, aerial device, and ground ladders.
NFPA (National Fire Protection Association) standards spell out the necessary equipment
required and the performance specifications for a certified fire apparatus. By adhering to these
standards, the Fire Department is assured of getting the necessary required equipment.
BUDGETISTAFF IMPACT:
The quote from Pierce Manufacturing through the HGAC Contract # 800-926-0234 is for one
Pierce 75' HAL mounted for $807,259 + 2% contingency funds of $16,146 for total funds

The undersigned is prepared to deliver, upon an order being placed by you, for final
acceptance by Pierce Manufacturing, Inc., at its home office in Appleton, Wisconsin, the
apparatus and equipment herein named and for the following prices:
One (1) Pierce75' HAL mounted on an Arrow XT Chassis per our proposal for a total
price of
$ 807 259.00 to include all eciRipment in attached Proposal
Said apparatus is to be built and shipped in accordance with the specifications hereto
attached, delays due to strikes, war or international conflict, failures to obtain chassis,
materials, or other causes beyond our control not preventing, within about 240-270
calendar days or less after receipt of this order and the acceptance thereof at our
Appleton, Wisconsin office, and to be delivered to you at the Fayetteville Fire
Department.
The specifications herein contained shall form a part of the final contract, and are subject
to changes desired by the purchaser, provided such alterations are interlined prior to the
acceptance by the company of the order to purchase, and provide such alterations do not
materially affect the cost of the construction of the apparatus.
The proposal for fire apparatus conforms to all Federal Department of Transportation
(DOT) rules and regulations in effect at the time of the bid and with all National Fire
Protection Association (NFPA) Guidelines for Automotive Fire Apparatus as published at
the time of bid, except as modified by customer specifications. Any increased costs
incurred by first party because of future changes in or additions to said DOT or NFPA
standards will be passed along to the customers as an addition to the price set forth above.

SUBJECT: Approval of Change Order Items for Pierce Apparatus Purchase per
Resolution #124-14.
RECOMMENDATION:
Staff requests the Mayor's approval of change order items connected to Resolution #124-14--
Pierce Fire Apparatus Purchase to allow for payment of Change Order #27141 in the amount of
$5, 264.01.
BACKGROUND:

a unit from Pierce Manufacturing. The amount of $807,259 was paid by Purchase Order #14-
0000335-001 in June, 2015. Change Orders were made to the apparatus adding an additional
amount of $5,264.01 which is covered in the contingency amount approved by Resolution #124-
14.
