BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby awards Bid
#14-37 and authorizes the purchase of cold asphalt concrete from Carter Waters for a unit price
of $116.82 per ton and further authorizes the use of other bidders based on price and availability
as needed through the end of calendar year 2014.

RECOMMENDATION:
A resolution awarding Bid 14-37 to and authorizing the purchase of cold asphalt concrete from
Carter Waters for a unit price of $116.82 per ton, as needed, and authorizing the use of other
bidders based on price and availability.
BACKGROUND:
The purchase of bulk construction materials and services is necessary to maintain current
infrastructure and to implement projects outlined in the 2013-2017 Capital Improvements
Program and annual budget and work program. Sealed bids in accordance with State statutes,
City ordinances, and purchasing procedures were publicly read and the results are attached to
this memo.
DISCUSSION:
The low bid for cold asphalt concrete was submitted by Carter Waters. The City has purchased
cold asphalt concrete from this vendor in the past. Their product meets all necessary
specifications and their service is satisfactory.
BUDGET/STAFF IMPACT:
Funds for the acquisition of these materials have been budgeted in Street Fund. Cold asphalt
concrete will be purchased on an "as needed" basis with payment remitted via procurement
card.

An economical, easy-to-use paving and patching cold asphalt
mix, Saturock is a carefully engineered product designed to be
used year round, regardless of weather conditions. There are
three types of Saturock to choose from depending on the type of
application
Basic Uses:
Type "F" Saturock
Use for surfacing, resurfacing and patching of streets, roads,
runways, parking lots, driveways, alleys, sidewalks, station
platforms and other hard surface areas.
Limitations: Type F is not be applied over 1-1/4" thick after
compaction.
Type "F"-600
Suitable for residential driveways, parking lots, school yards and
recreational areas... wherever traffic is light.
Limitations: Type F-600 is not to be applied over 1-1/4" thick after
compaction.
Type 11
Primarily for'heavy-duty patching and railroad grade crossings
where drainage is poor and traffic is heavy.
Limitations: Type II has no depth limitation on application, as long
as the specifications for compacted lifts are met.

The success of a Saturock installation is substantially
dependent upon its proper application. A proper
base is absolutely necessary or the surface can fail.
Base failures occur from deficiencies in drainage,
compaction, depth and/or mechanical stability.
Existing bases of Portland cement concrete,
asphaltic concrete, brick or well compacted stone or
gravel can be successfully surfaced with Saturock if
the base is stable and of sufficient depth to carry
expected traffic. Irregularities in an existing base
should be brought to grade with compacted,
crushed stone or in Type II applications, by Saturock
itself. (See Diagrams.)
Clean, crushed stone (1 1/2" max.) is an excellent
material for new base construction. A new base
should be well compacted and constructed to a
depth sufficient to evenly distribute the anticipated
load on the sub -grade.
Clean the surface of an existing gravel base by
brooming to remove all loose and foreign material.
Usually, priming is unnecessary. If the base is
extremely dry and brooming loosens the aggregate,
a thin prime coat may be applied and allowed to dry
thoroughly.
On existing hard surfaced areas such as Portland
cement, asphalt concrete or brick, a light tack coat
(1 /10 to 1/20 gal./sq. yd.) may be desirable. If there is
a question as to the desirability of priming or tacking,
our personnel are available for recommendations on
specific applications.
Saturock should not be dumped on the base to be
paved. Dump along the base, then shovel to final
position. Raking should be done only to level the mix.
Compaction may be obtained with a three to five ton
roller used in accord with standard practices. Avoid
excessive rolling. Compaction by tamping (hand or
power) is satisfactory for patching holes or surfacing
small areas.

Type 11 can be used for heavy-duty patching. Fill the full depth with compaction
in 3" lifts, as illustrated.

Resurfacing with Type F Saturock wearing course of 1-114" depth or with Type 11
Saturock - no limitation on the wearing course depth as long as compaction is
in 3" lifts.
TYPE 11
Type II Saturock grade crossing, designed for use where drainage is poor and
traffic is heavy. There is no depth limitation. When surfacing or raising track, Type
11 Saturock is compacted a few inches below the bottom of the tie as shown.
Otherwise, start at the bottom of the fie and come up in four compacted lifts. Rail
Umbers, as shown, are optional.
Only the 1-314" Saturock surface course is used where rail and/or vehicular traffic
is light to moderate and high mechanical stability can be attained in the base.
This crossing is fast, inexpensive and durable.
