BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby accepts the
grant of up to $2,800.00 to pay for the installation of a rain garden at the City Water and Sewer
Operations Facility and approves the attached budget adjustment.

RECOMMENDATION
Staff recommends approving and accepting one grant award totaling up to $2,800 from the Rain Garden Project to install
a rain garden at the City of Fayetteville Water and Sewer Operations Facility, and approve a budget adjustment
acknowledging receipt of the revenue.
BACKGROUND
A grant application was submitted to the Rain Garden Project on September 17, 1013 proposing the installation of a rain
garden at the City of Fayetteville Water and Sewer Operations Facility. Staff received an email notification from the Rain
Garden Project Team awarding up to $2,800 Garden Project is funded through Arkansas Natural Resource Commission
and the USEPA in partnership with the Beaver Watershed Alliance, the Illinois River Watershed Partnership and the
Beaver Water District to install 30 rain gardens each in the White River and Illinois River watersheds.
DISCUSSION
The Rain Garden Project grant seeks to empower students and communities to confront local watershed concerns by
implementing demonstration rain gardens in public and quasi -public properties, including schools, churches, and public
institutions, within the Illinois River and Beaver Lake Watersheds; and educating the public about the numerous benefits
of this alternative stormwater management approach.
The proposed City of Fayetteville Water and Sewer Operations Facility rain garden, located northeast of the facility and
on the cul-de-sac will capture building and grounds runoff and enhance the area with native vegetation and educational
kiosks. In that this location is also adjacent to the Saint Paul Trail, it is envisioned that as the native vegetation blooms
trail users will want to walk the cul-de-sac sidewalk to see butterflies and ruby throated humming birds that frequent the
area. Also, the facility is used as a regional training location, and staff from other communities within Northwest
Arkansas and others from outside the region will be able to visit the rain garden during classes and events.
The grant money will be used solely to install the rain gardens by June 30, 2014 with the assistance from the Rain Garden
Project team. Prior to the installation of the rain garden, Staff will redirect the flow of the facility's roof runoff to the rain
garden site. The City is also obligated to maintain and monitor the rain gardens for 5 years.
BUDGET IMPACT
The grant should cover most of the material costs for the installation of the rain gardens. Flow redirection and operational
costs will be absorbed into the facilities maintenance costs. The budget adjustment recognizes the grant revenue.

Agreement:
If selected as a Rain Garden Project grant recipient, your organization agrees to:
1. Attend a Rain Garden Academy in the Spring or Fall.
2. Recruit volunteers to provide labor for installation and ongoing maintenance for five years after the
installation, which includes watering the rain garden 1" per week during establishment and summer
months. Further recommendations for maintenance will be provided by the Rain Garden Project
group.
The Rain Garden Project Organizations will not be held responsible for plants that have died
due to weather conditions or mis-care (ex. over watering). Replacement plants and mulch will
be the responsibility of the Rain Garden Project participant.
3. Submit receipts for all pre -approved material purchases within 30 days of the installation of the
rain garden located on the property listed in this application.
4. Receive reimbursements from the Rain Garden Project within 90 days of installation of the rain
garden located on the property listed in this application and keep a record of the reimbursement.
5. Allow Rain Garden Project technicians to monitor the rain garden.
6. Allow Rain Garden Project group to photograph or video tape rain garden installation before, during
and after installation.

Commission and the US EPA in partnership with the Beaver Water District and the Illinois River Watershed Partnership.
Congratulations! City of Fayetteville Water Utilities has been selected to receive a rain garden grant!
The grant provided will help to cover the costs of installing a rain garden at your pre -approved location. All purchases
must be pre -approved to ensure expenditures are allocated to appropriate materials and labor costs, i.e. plant
purchases, excavation costs or equipment rental.
For the rain garden grant, your organization may purchase materials and be reimbursed by Beaver Water District within
90 days or your organization may request that all purchases be handled by the Beaver Watershed Alliance. If your
organization would be in need of funding up front, please fill out and return the attached funding request to:

Steps to Install a Rain Garden:
1
Determine rain garden planting date: Possible Fall Dates include Nov. 15, 18, 19, 20, 21, 22
1. Determine impervious area draining to rain garden site- Completed
2. Calculate slope of site- Completed
3. Determine square footage of rain garden needed- Becky can do this with docs supplied
4. Conduct percolation test- Could someone from Water Utilities conduct this?
a. Dig a 12" hole with post -hole diggers, fill with water, let drain, fill again and record if water is gone
within 24-48 hours.
5. Call Arkansas One Call (dial 811) and stake area with white flags to locate underground utilities- To be completed
by Will Winn
6. Determine plants for rain garden and soil test- Becky to design concept for rain garden
a. Native plant brochure
b. Soil test during perc test, looking at soil profiles
7. Order materials, decide delivery area and date- Becky can do this and coordinate with Will
8. Excavate site at least two days prior to planting event- no volunteers or students for this (approx. 4-6 hours) —

9. Planting date for volunteers, plant rain garden and mulch (approximately 2 hours)

As promised, please find attached an aerial of the Fayetteville W&S Ops Building with rooftop square
footages. Gregg, as always, did a great job of putting it ttogether for us.
I have locates called into Arkansas One Call and should have the utilities located by tomorrow afternoon.
Sorry that Ben and I could only help Sunday with the Rain Garden at TUMC and not at Tri -Cycle Farms. We
had to skip out. After Saturday night in the intensive care unit, my Father -in -Law was put in Sunday for a
procedure.

detail.
