Boudreaux, Aviati Director Date: 3/15/13 Subject: Airport Hay Lease Extension THE CITY OF FAYETTEVILLE, ARKANSAS AVIATION DIVISION 4500 S School Ave, Ste F Fayetteville, AR 72701 P (479) 718-7642 PROPOSAL: Approve a two-year extension to the Airport Hay Lease with Donnie Sams in order to take advantage of Mr. Sams' application to the USDA Natural Resource Conservation Service (MRCS), Environmental Quality Incentive Program (EQIP). BACKGROUND: Bid No.11-41 was awarded to Mr. Sams by City Council Resolution No. 127-11 approving a five-year lease with Donnie Sams of West Fork. Mr. Sams has recently applied for the NRCS program that will provide material and financial incentives to farmers to improve the environmental condition of the land and quality of forage hay produced. NRCS requires a 5-year performance period for participation in the EQIP. Mr. Sams currently has 3 years remaining on the Lease for managing the Airport's hay fields. RECOMMENDATION: Airport Administration recommends approval of Mr. Sams' request for a two-year extension to Airport Hay Fields Lease with Mr. Sams. We believe that Mr. Sams' participation in EQIP, under supervision of the NRCS, would significantly benefit the quality and condition of the approximately 90 acres of Airport hay fields land. As some of the hay field areas are adjacent to the West Fork of the White River bordering Airport property, the planned improvement goes nicely hand in hand with the river restoration project currently under development in that area by achieving increased erosion control through re -seeding the fields. BUDGET IMPACT: None in FY 2013. A small amount of revenue, $5122, will occur over the two-year Lease extension period. �e �� �4. Boudreaux, Director Fayetteville Executive Airport 4500 S School Ave Ste F Fayetteville, AR 72701 RE: Request for extension of Airport hay field lease Dear Mr. Boudreaux, As we discussed recently, the USDA Natural Resource Conservation Service (MRCS) has solicited an application from me for assistance under their Environmental Quality Incentive Program to improve the Airport's hay fields. They have proposed to provide the resources needed to re -seed the Airport's ninety or so acres with forage grasses, including reimbursement of labor expense to prepare the land, the cost of seed, lime and fertilizer. The NRCS contract for the incentive program requires that the improved fields be maintained in improved condition for five years. The NRCS oversight entails regular inspections to insure that the initial preparation and planting occurs in year one, two year's maintenance of the contract specifications, and two additional years of field maintenance for a total contract period of five years. My current lease with the City of Fayetteville for hay cultivation at the Airport is for five years beginning June 2011 and expiring July 2016. In consideration of the benefit to the citizens of Fayetteville by significantly improving the Airport's hay fields through my participation in the NRCS Environmental Quality Incentive Program, I respectfully request that the City consider an extension of my current lease for two additional years so that I may fulfill the requirements of the NRCS program. Of course, the requested hay lease extension would be contingent upon receiving approval of my application for the incentives from the NRCS. Thank you for your consideration. These Assistance contracts provide financial assistance to help plan and implement conservation practices that address natural Agricultural Water Enhancement resource concerns and for opportunities to improve soil, water, plant, animal, air and related resources on Program agricultural land and non -industrial private forestland. In addition, a purpose of EQIP is to help producers meet Air Quality Initiative Federal, State, Tribal and local environmental regulations. Cooperative Conservation Partnership Initiative Who Can Apply Conservation Innovation Grants Owners of land in agricultural or forest production or persons who are engaged in livestock, agricultural or forest Conservation Stewardship production on eligible land and that have a natural resource concern on the land may participate in EQIP. Program Environmental Quality s Incentives Program How E Q EQIP Works Emergency Watershed µ Protection Program EQIP provides financial assistance payments to eligible producers based on a portion of the average cost associated with practice implementation. Additional payments may be available to help producers develop Wildlife Habitat Incentive conservation plans which are required to obtain financial assistance. Program Q Technical Assistance ? Historically underserved producers (limited resource farmers/ranchers, beginning farmers/ranchers, socially disadvantaged producers, Tribes) may be eligible for a higher practice payment rate for the implementation for (0 Easements conservation practices and conservation plans. El Landscape Planning Q Alphabetical Listing & Archive Producers may use a certified Technical Service Provider (TSP) for technical assistance needed for certain eligible activities, services and the development of conservation plans. Historically underserved producers may also be eligible for advance payments up to 30 percent of the cost needed to purchase materials or contracting services to begin installation of approved conservation practices. NRCS works with the producer to develop a plan of operations that: 1. Identifies the appropriate conservation practice or measures needed to address identified natural resource concerns 2. Implements conservation practices and activities according to an EQIP plan of operations developed in conjunction with the producer that identifies the appropriate conservation practice or measures needed to address identified natural resource concerns. The practices are subject to NRCS technical standards adapted for local conditions. Participants may not receive, directly or indirectly, payments that, in the aggregate, exceed $300,000 for all EQIP contracts entered into during any six -year period. Participants whose projects NRCS determines to have special environmental significance may petition the NRCS Chief for the payment limitation to be waived to a maximum of $450,000. Additional payment limitations apply to producers enrolled in the EQIP Organic Initiative. EQIP Application Information Information about how to apply for assistance through EQIP is available online. Each State's EQIP page includes application ranking criteria, priority resource concerns, lists of eligible practices, payment rates, information about where you can submit applications, eligibility requirements and other program requirements. Applications for EQIP are accepted on a continuous basis, however, NRCS establishes application "cut-off' or submission deadline dates for evaluation and ranking of eligible applications.
