L DATE: April 11, 2013 K I Kit Williams City Attorney Jason B. Kelley Assistant City Attorney RE: Possible naming of the Courtroom in the District Court — Prosecutor Building I have sad news to report about our long serving Fayetteville District Judge Rudy Moore. I have just been informed that he died at his home surrounded by his family. All of us wish to express our deepest sympathy to Judge Moore's family. Prior to his death, I had prepared this memo and a proposed Resolution for your consideration at the next City Council meeting. I had hoped that Judge Moore could have survived long enough to hear our thanks for his long and distinguished service to our City and citizens. Judge Rudy Moore's distinguished and honorable service is probably the longest for any Fayetteville Municipal Judge. He was initially appointed Fayetteville Municipal Judge by Governor Bill Clinton on January 2, 1991. He was so respected that he has never had an election opponent during his many terms of office. He was very active in the design of the Fayetteville District Courtroom when the new Fayetteville District Court- Prosecutor Facility was constructed a few years ago. His excellent design and furnishing of the Fayetteville District Courtroom helped create one the most elegant and functional district courtrooms in the state. Judge Moore gave the oath of office to every member of the City Council since our government was changed from City Manager to Mayor/Council in 1992. He has sworn in all three Mayors, all four City Clerks, and both City Attorneys. Many of us have fond memories the dignity and honor that Judge Moore brought to those ceremonies that are celebrations of democracy. I believe that it would be fit and proper to name the Fayetteville District Courtroom in honor of Judge Moore for his long and distinguished service and for his creative efforts in designing the courtroom. I believe that it should be formally named the: "Fayetteville District Judge Rudy Moore Courtroom" and that a large photograph (possibly a reproduction of Judge Moore's 2010 Washington Bar decennial photo) be prominently and permanently displayed in the Courtroom. I have prepared a Resolution to express the City's and City Council's respect and admiration of Judge Rudy Moore and our thanks for his long and distinguished service to Fayetteville. The second section would officially name the Fayetteville District Courtroom in honor of Judge Rudy Moore. If a member of the City Council or the Mayor wishes to allow this proposed Resolution onto the Agenda for the meeting of April 16th, he or she would need to move to suspend the rules to place this Resolution on the Agenda for action. Any member of the City Council who does not believe that the Courtroom be named in honor of Judge Moore would simply need to amend the Resolution by deleting the second section. RESOLUTION NO.
