TRAIL, AND APPROVING A FIVE PERCENT (5%) PROJECT
CONTINGENCY
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby awards Bid
#13-16 and authorizes the purchase of precast box culvert sections from Scurlock Industries of
Fayetteville in the total amount of $71,404.71 for the construction of a trail tunnel for the Tsa La
Gi Trail.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
project contingency of five percent (5%).

Subject: Tsa La Gi (Cherokee) Trail — Precast Box Culvert Bids
RECOMMENDATION:
THE CITY OF FAYETTEVILLE, ARKANSAS
DEPARTMENT CORRESPONDENCE
Staff recommends approval of a resolution awarding Bid #13-16 and approving the purchase of precast box
culvert sections from Scurlock Industries of Fayetteville in the amount of $65,359.00 plus sales tax in the
amount of $6,045.71 for a total contract amount of $71,404.71 for installation through an existing tunnel under
the Arkansas & Missouri Railroad Tsa La Gi (Cherokee). Approval of a 5% contingency in the amount of
$3,570.24 is also requested.
PROPOSAL:
The Tsa La Gi (Cherokee) Trail is a 1.6 mile trail that will run along an abandoned railroad corridor just south
of Martin Luther King Jr. Blvd. This trail will provide a safe alternative transportation route for the numerous
new student housing and commercial developments along the corridor. The trail will include a tunnel for safe
crossing under the Arkansas & Missouri Railroad. There is existing tunnel that was installed in the early 1900's
as part of the Ozark & Cherokee Central Railroad. The concrete tunnel is showing signs of age and the
Arkansas & Missouri Railroad has requested the tunnel be upgraded to current railroad loading design to use for
the trail. Staff reviewed several alternatives to preserve the historic look of the existing tunnel, however due to
the degrading condition of the concrete, salvaging the old tunnel is cost prohibitive. The cost effective solution
includes inserting the 12' by 12' precast concrete box culvert sections as a liner in the old tunnel and backfilling
the sides and top with clean stone to accomplish the required loadings. The City's in-house trails construction
crew has been working diligently on the trail project and will install the tunnel using the precast box culvert
sections from this bid.
BUDGET IMPACT:
Funds for the purchase of the precast box culvert sections have been budgeted as part of the Capital
Improvements Program for Trail Development. 3 bids were received and low bidder is Scurlock Industries of
Fayetteville — see attached bid tabulation.
