A RESOLUTION TO APPROVE AND SUPPORT A GRANT APPLICATION
TO THE ARKANSAS STATE HIGHWAY AND TRANSPORTATION
DEPARTMENT IN THE AMOUNT OF $81,248.00 FOR PARTIAL FUNDING
FOR THE CLABBER CREEK TRAIL BRIDGE ALONG SALEM ROAD AS
PART OF THE SAFE ROUTES TO SCHOOLS PROGRAM
WHEREAS, the City Council of the City of Fayetteville, Arkansas strongly supports the
Safe Routes to Schools Program and requests that the Arkansas State Highway and
Transportation Department approve grant funding in the amount of $81,248.00 to construct a
portion of the Clabber Creek Trail Bridge along Salem Road to connect neighborhoods in the
area of Holcomb Elementary School and Holt Middle School,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Mayor to execute all appropriate agreements and contracts necessary to expedite the
construction of the above -stated project.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves
and supports the Sustainability and Strategic Planning Department's application to the Arkansas
State Highway and Transportation Department for a grant in the amount of $81,248.00 through
the Safe Routes to School Program to fund a portion of the construction costs of the Clabber
Creek Trail bridge along Salem Road to provide safe pedestrian access from adjacent
neighborhoods to Holcomb Elementary School and Holt Middle School.

Subject: Safe Routes to School Grant Application
RECOMMENDATION:
THE CITY OF FAYETTEVILLE, ARKANSAS
Staff requests approval of a resolution of support to the Arkansas Highway and Transportation Department for the
Sustainability and Strategic Planning Division to submit an application through the Safe Routes to Schools Program for a
funding award of $81,248 to be used for the construction costs of a 50 foot long and 12 foot wide trail bridge over Clabber
Creek along Salem Rd.
BACKGROUND:
Phase I of Clabber Creek Trail was built in 2007 connecting 0.65 miles from Hosta Drive east to Rupple Road. Clabber
Creek Trail is shown on the Fayetteville Alternative Transportation and Trails Master Plan connecting east to Shiloh Trail.
The next phase of Clabber Creek Trail will extend 0.75 miles east from Rupple Road to Holcomb Elementary and Gary
Hampton Park. A small portion of the Clabber Creek trail will be located adjacent to Salem Road. This grant application
would potentially fund the trail bridge construction and would connect to the existing sidewalks along west side of Salem
Road. Currently, the Salem Road bridge is only wide enough to accommodate vehicular traffic and pedestrians are forced
out into the roadway in order to cross. This creates a dangerous situation for pedestrians and motorists alike and is
specifically unsafe for children and parents walking to and from nearby Holcomb Elementary and Holt Middle Schools.
The eventual completion of the Clabber Creek trail will connect many adjacent neighborhoods through the extensive
sidewalk network and also provide a safe way for children to walk or ride their bikes to school. The completion of the rest
of the Phase II Clabber Creek trail is anticipated in 2016.
DISCUSSION:
The Safe Routes to Schools Grant Program offers infrastructure project funding for qualifying projects with no matching
funds necessary. Since this segment of Clabber Creek Trail will connect Holt Middle School to Holcomb Elementary
School, this trail bridge project fits the goals of the grant very well. A resolution showing support for the project from the
City Council is required as part of the grant application. This trail bridge will be of steel construction with a concrete
deck 12 feet wide.

RE: AHTD Safe Routes to School Program
Safe Routes to School Advisory Committee,
During the January, 28th 2013 meeting of the City of Fayetteville Ward 4 residents a
presentation was given about the Safe Routes to School Program and the application that the
City was making for two segments of sidewalk along Salem Rd. These sidewalk segments will
connect neighborhood children to Holcomb Elementary and Holt Middle Schools. This area of
the City has seen significant development in the last decade with many residential housing units
built in the immediate area around these schools. The ability for parents and children to be able
to safely walk to their neighborhood schools is critical. This missing segment of sidewalk will
provide an essential north south pedestrian connection in this area.
The residents of this neighborhood are overwhelmingly in support of this sidewalk connection
and are grateful to the Safe Routes to School Advisory Committee for consideration for this
grant.

Infrastructure Project Application
Application Instructions
This is an electronic application. Simply fill out your response in the space provided and tab to
the next question. You may save your application under any name you wish and reopen it at a
later time. When completed, resave your application, print it, sign it, make the required eleven
(11) copies and mail it to the address on the last page.
The size of each response is limited to a set number of characters. If you are unable to
complete your response in the allotted space, edit it to fit. The use of additional pages,
addendums, appendices, etc. to complete responses is not allowed.
Required Supplements
Each application must be submitted with a copy of each of the following. Applications
submitted without these items will be considered incomplete and will not be considered
for funding.
1. A Resolution from the sponsor's governing body expressing their support of the project and
indicating the individual with authority to sign Agreements and Contracts regarding the
project. The Resolution needs to be attached only to the original.
2. An accurate map of your community showing the location of the project(s) and affected
school(s). The scale of the map must be included. Your map should be no larger than
8.5 inches by 11 inches. More than one map may be submitted if necessary. Maps must
be included with the original and all copies.
3. An inventory of all sidewalks within a 2-mile radius surrounding any school for which the
applicant is requesting funds. An example is attached. Your map should be no larger than

4. Proof of project support from businesses and/or residents adjacent to your project's site.
Proof can be in the form of signed petitions or letters from those affected. Lack of
community support will be detrimental to your application. Include this proof only with the
original of your application.
5. Proof of ownership or rights to access to the property on which your project will be
constructed. This includes right-of-way controlled by the Arkansas State Highway and
Transportation Department. Proof can be in the form of deeds, easements, letters of
assurance, permits, etc. Proof needs to be attached only to the original.
6. One copy of any applicable Safe Routes To School Plan.
