A RESOLUTION AUTHORIZING ACCEPTANCE OF A FIFTY PERCENT
(50%) MATCHING GRANT AWARD FROM THE 2013 BULLETPROOF
VEST PARTNERSHIP PROGRAM IN THE AMOUNT OF $4,644.00 FOR THE
REPLACEMENT OF BODY ARMOR VESTS FOR FAYETTEVILLE POLICE
OFFICERS, AND APPROVING A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes
acceptance of a fifty percent (50%) matching grant award from the 2013 Bulletproof Vest
Partnership Program in the amount of $4,644.00 for the replacement of body armor vests for
Fayetteville police officers.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached to this Resolution as Exhibit "A".

Subject: 2013 Bulletproof Vest Partnership Grant Award
PROPOSAL:
The Bulletproof Vest Partnership (BVP), created by the Bulletproof Vest Partnership Grant Act of 1998,
is a unique U.S. Department of Justice initiative designed to provide a critical resource to state and local law
enforcement. Since 1998, the Fayetteville Police Department has obtained grant funding in excess of $113,500
for the purchase of body armor vests through this partnership. The BVP program provides an important
component to the continuing health and welfare of our police officers. Each body armor vest has a guaranteed
life of five years. All state-of-the-art body armor is custom made to the exact specifications of the wearer to
ensure all officers have our required level of protection and can take up to ten weeks for delivery.
This grant funding by BVP will provide reimbursement of 50% of the City's expenses up to a total of
$4,644 for the replacement of body armor vests for our police officers. The Police Department has budgeted
funds within the Capital Improvements Program (project #13011-1) for the purchase of replacement body armor
vests. All Fayetteville Police Officers have state-of-the-art body armor provided to them through grant and City
funding.
RECOMMENDATION:
Staff recommends approval of the 2013 Bulletproof Vest Partnership Program matching grant award and
budget adjustment in the amount of $4,644 for the replacement of body armor vests for our police officers.
BUDGET IMPACT:
These funds are dedicated to the purchase of body armor vests to supplement local expenses. Current
budgeted funds are sufficient at this time.

Year (FY) 2013 Bulletproof Vest Partnership (BVP) solicitation. These funds have been posted to your account in the BVP

The FY 2013 award may be used for National Institute of Justice (NIJ) compliant armored vests which were ordered after
April 1, 2013. The deadline to request payments from the FY 2013 award is August 31, 2015, or until all available funds
