Connie Edmonston, Parks and Recreation Director"' From: Alison Jumper, Park Planning Superintendent Date: May 13, 2013 Subject: Resolution to accept a donated concrete sculpture to be located along Scull Creek Trail or Frisco Trail PROPOSAL: The Fayetteville Arts Council was created by City Council resolution in 2007. The Arts Council is responsible for promoting and encouraging the appreciation and enhancement of the arts and culture of Fayetteville. One of their duties includes reviewing all offers of art donation valued over $5,000 and providing a recommendation to City Council. If the donated art is proposed to be located on park property, the Parks and Recreation Advisory Board reviews it first and provides a recommendation to the Arts Council. Hank Kaminsky is proposing to raise funds throughout the community to purchase a sculpture he created and currently owns. If enough funds are raised, this sculpture would then be donated to the City as allowed by the donated art policy, Arts Council and City Council. The sculpture is made of concrete and would be mounted on a concrete pedestal (see attached proposal). The sculpture including installation is valued by Mr. Kaminsky at $12,500. Community support for the project will be evidenced by the success of the fundraiser. If approved, the sculpture would be placed on park property at the west end of Prospect St along the trail (see attached map) or in another location along Scull or Frisco Trail. The project was recommended for approval by the Parks and Recreation Advisory Board on May 6, 2013 (see attached minutes). Additionally, approval was recommended by the Arts Council on May 15, 2013 (see attached minutes). RECOMMENDATION: Approval of a resolution to accept a donated concrete sculpture to be located along Scull Creek Trail or Frisco Trail. BUDGET IMPACT: None. Failure to provide the information outlined above may result in the City's rejection of this proposal until all the requested information is provided. 10 Description of Sculpture The proposed work is a concrete slab mounted on a truncated pryramidal concrete pedestal. The whole sculpture including the base is 84" tall and 24" square at the base. The slab appears to be made of stone covered with lettering and other forms like a natural rosetta stone. The words on the surface is the phrase: "You are Standing on Sacred Ground" in many languages. The slab seems to be broken out of a larger formation with words spilling over the edges. The sculpture is a part of a collection of sculptures called The Sacred Ground Project in process for the past several years. These works in various sizes and shapes are de- signed as outdoor sculptures primarily for the private garden. This piece is designed for a public space. It is tall but not out of reach Contact should be intimate, like the Peace fountain on the Square it is meant to be touched and viewed up close. All the sculptures in this collection are con- ceived as field studies involving information and energy flow. The work is driven by a for- mal discovery process that involves working in both positive and negative media to reveal forms. Most of the works in this project are in lim- ited editions made in molds taken from origi- nals created in a complex sculpting process. (where I helped design a golf playing machine). My interest in the technology of art is reflected in my work at the Cooper Union in NYC (where I was employed as the facilities manager for the sculpture and architecture technical studios from 1967-1970) and before that at Queens College where I served as ceramics technician while a student there. I operated a bronze foundry in my home and on one of my two European trips. Since 1971 1 have been working with a technique I call "Sand -Matrix Design." An example of this technique can be seen in the sculpture "Miracle of the Double Helix" which I installed in 1997 in Little Rock at the University of Arkansas for Medical Sciences and more recently the World Peace Prayer fountain sculpture as mentioned below. put myself through art school in Philadelphia by operating a service for sculptors. I have helped to form several organizations including the Brooklyn Free Press (a printing shop in New York), the "Museum -A Project of Living Artists," (a very large cooperative gallery in New York in the late 60's), The Eureka Brotherhood Cooperative and The Eureka Springs Guild of Artists and Craftspeople, both in Eureka Springs, AR. I was a founding member and first Vice President of the Artists of Northwest Arkansas. My business experience includes The Great Eureka Forgery (research and marketing of sandcast metals), A Show of Hands, Inc. (a crafts gallery in Eureka Springs, AR) and the Kaminsky Limited Partnership (a gold and gemstone business) in the late 70's. From 1992 to 2001 my wife and I operated a community Art School in Fayetteville AR called "The Art Experience" which also housed her art therapy and counseling office, my sculpture studio and the sculpture services business. In 2001 1 moved my studio to a new, much larger building, which I call "The Village Sculptor." In this 6000 square foot studio the World Peace Prayer fountain was produced. This spherical bronze fountain is covered with the words "May Peace prevail on Earth" and sits at the Town Center in Fayetteville, Arkansas. It was completed and installed on New Years Eve 2002. The studio now serves as a facility capable of both large and small productions. In 2004 1 completed a large scale fountain sculpture project for the Washington Regional Hospital in Fayetteville, AR. Then followed a 2 year period concentrating on personal works intended for gallery exhibition. I am currently working on a several small commissions and a collection of sculptures called The Sacred Ground Project. In this collection of garden sculptures, public art pieces and gallery works every piece will use the phrase: "You are Standing on Sacred Ground" in various languages, FAYETTEVILLE PARKS AND RECREATION ADVISORY BOARD Minutes for May 6, 2013 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Steve Meldrum at 5:30 p.m. in Room 111 at the City Administration Building at 113 West Mountain Street in Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Meldrum, Lawson, Leonard, Maxwell, Paul, McKnight, and Proffitt were present. Watson arrived later. Staff members Edmonston, Humphry, and Thomas were in attendance. Public Art Proposal: Hank Kaminsky Kaminsky said he had been developing this project for four years in his studio. He used slabs of stone he found in the woods and mounted them in a pyramid. It stands seven feet tall. It will be cast in concrete and tinted. It will say "You are Standing on Sacred Ground" in twenty-five languages. The project will be funded through a kickstart program. McKnight wanted to know if the public would be invited to participate in the kickstart program. Kaminsky said yes, that's what is planned. There will be awards for larger donations, such as pieces of the sculpture. The first location choice is at the foot of the trail at Wilson. He would like to locate it on the south end. Santiago Perez, a professor at the U of A, may use this project with his students so they can learn more about architecture. Kaminsky said he would like the blessing of PRAB for the project. Edmonston told him thanks for thinking of Parks. Leonard wanted to know if it would have to go through PRAB again if the project changes significantly. Edmonston said yes, it would have to go through the whole process again. Kaminsky commented that the essential element in the sculpture won't change. McKnight said that the kickstart program will need to be highly publicized. Kaminsky said he liked that idea. Staff Recommendation: Staff recommends approval of the project with the final location to be determined by staff and the artist. If approved by PRAB, this project will then be forwarded to the Arts Council, then City Council for final approval. PRAB Motion: McKnight motioned to accept Hank Kaminsky's art proposal. Paul seconded it. Motion passed 7-0-0 by voice vote. New Business: Public Art Project "You are Standing on Sacred Ground" by Hank Kaminsky for a location along the Scull Creek Trail at the Wilson Park loop. Chairman Baker asked Hank Kaminsky to give a brief description of the project. Hank Kaminsky stated that this piece would be donated to the City as public art and thet it would be constructed of cast concrete placed on a base built by Northwest Arkansas Cast Stone. The entire sculpture and base will rest on a 6 inch concrete slab. A crane will be used to lift the sculpture in place and lower it onto the steel rod that will go through the center of the sculpture and base. Arts Council member Jason Bigbee asked how the project would be funded and Hank stated that this project will be funded through a kickstarter campaign and placed the value of the sculpture at $12,500. Hank said that he preferred to locate this piece in the Scull Creek Trail loop at Prospect St. near Wilson Park. However, he said that he would return to the Parks Board and Arts Council when the project is funded to determine the final location. Chairman Jay Baker made a motion to forward this project to the City Council with a recommendation of approval. Arts Council member Dianne Williams seconded the motion and the motion passed on a 6-0 vote. II. Discussion item: 2013 projects The Arts Council had a brief discussion about possible projects for 2013. This included the possibility of a public art project at the new Recycling Center at North St. The Arts Council will be involved with this project as it progresses.
