Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves

valued at $25,000.00.

Subject: Resolution Authorizing Application for a 2013 Curbside Value Partnership Recycling Marketing Grant.
RECOMMENDATION
Fayetteville City Administration recommends authorizing application for a 2013 Curbside Value Partnership (CVP)
Education Recycling Grant valued at $25,000.
BACKGROUND
The Solid Waste & Recycling Division recently began participating in a program run by the Curbside Value Partnership
that assists partner communities in developing education and outreach for their residential recycling programs. As part of
these efforts, they are offering this grant opportunity exclusively to members of their program. The CVP's Test Kitchen
Grants is used to award a maximum of four communities up to $25,000 each which includes a $10,000 matching cash
award and up to $15,000 of in -kind marketing and creative support by CVP's marketing and creative team.
DISCUSSION
Preliminary work with CVP has revealed the City's recycling program as having high awareness and high participation.
The marketing campaign needed to reach the City's goal of 70% participation by 2015 is classified as a "Step it Up"
campaign. In relation to those goals the grant will be used to design a traditional advertising campaign — including radio,
print, and video ads — as well as for purchasing the advertising space necessary to broadcast the ads. The $10,000 cash
award will be used in the advertising campaign to help in developing and placing the ads. Communities must be willing
to match the $10,000 for creation of the advertising and staff has funds budgeted for these types of ads in the recycling
promotional activities budget. Up to $15,000 of in -kind services provided by CVP will make up the remainder of the
grant award.
While Solid Waste & Recycling staff has been conducting education activities, traditional advertising has been in the
planning stages. Receiving professional help in the form of this grant will ensure our recycling education campaign is
effective and will facilitate in constructing a coherent message to place on advertisements throughout the city in
conjunction with the unveiling of the new recycling mascot.
BUDGET IMPACT
The $10,000 will be received into a Capital Improvement Project along with a budget adjustment upon acceptance of the
grant. This is a matching portion of the grant and funds have been budgeted in the Solid Waste and Recycling operational
budget - Promotional Activities - 5500.5060.5342.00. $15,000 will be given to the City in the form of in -kind services for
creation of a marketing campaign.

CONNECT Description and Application
After launching CVP Connect in 2012, the Curbside Value Partnership is pleased to announce the CVP
Connect Grant Education Award Program.
Select CVP Connect registrants and users are invited to apply. This program is for communities who
signed on to CVP Connect in 2012 or Q1 of 2013, and have the ability to educate their local residents
about their curbside recycling program. If you received this application from CVP, it means that you
qualify. There are two grants within the Education Award: Program One: Matching Education Grants and
Program Two: CVP's Test Kitchen. Communities can apply to one or both, but separate applications are
required.

Program Two: CVP's Test Kitchen Grants ($25,000 each)
No more than four communities will be awarded up to $25,000 each (which includes a $10,000
matching cash award and up to $15,000 of in -kind marketing and creative support by CVP's marketing
and creative team).
CVP is interested in testing the efficacy of various marketing activities. Eligible communities must be
willing to dedicate funds up to or above the $10,000 matching amount and be willing and able to
measure one of the four areas of marketing activities. The in -kind marketing and creative support
provided by CVP will help with strategic direction and design.
1. Direct Marketing — includes tactics such as door hangers, direct mailer postcards, bill stuffers
and magnets delivered in homes
2. Peer -to -Peer — includes tactics such as events, speaking engagements, presentations or door to
door outreach
3. Traditional Advertising — includes things like print, radio or outdoor advertising
4. Digital Marketing— includes tactics such as online advertising, social media (Facebook, Twitter,
etc.) and email marketing
Applicants will need to outline their specific plans within the selected category and demonstrate how
they will conduct these activities in a sample of their community in order to provide comparable data
among those routes or neighborhoods that received the marketing and those that did not.
Communities will not be expected to conduct all examples of tactics within each category.
Alternatively, a community may wish to test two forms of marketing to see which form is more effective
at driving recycling behavior when compared to each other as well as to a control group that receives no
education.
Additionally, you will be expected to meet the additional criteria outlined in the Program One option
related to data reporting and start date.
