A RESOLUTION TO EXPRESS THE CITY COUNCIL'S INTENTION TO
SURVEY CITIZENS' PRIORITIES FOR CAPITAL PROJECTS OF A
CULTURAL NATURE
WHEREAS, the Walton Arts Center has proposed that the HMR tax bonds be
reauthorized and the revenue dedicated to expansion of their Fayetteville facility; and
WHEREAS, there may be other capital projects with similar funding needs that also
have substantial cultural impacts; and
WHEREAS, the reauthorization of the HMR tax bonds requires the approval of
Fayetteville voters by election.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby expresses
its intention to survey Fayetteville citizens in order to craft a bond reauthorization proposal.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby requests the
A&P Commission await the results of the survey before recommending a bond reauthorization
proposal to the City Council and subsequently, the citizens.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby requests
that the A&P Commission agree to pay for 50% of the total cost of the survey, which is not to
exceed $20,000.
PASSED and APPROVED this 3rd day of January, 2013.

Section 3: That the City Council of the City of Fayetteville, Arkansas hereby requests

To Whom It May Concern:
As you are probably aware, the Walton Arts Center has approached the Fayetteville
Advertising and Promotion Commission for funding for the expansion of the Center. Their
proposal requests $2 million from reserve funds and $6.5 million from an extension of the
bond funds currently being used for the Town Center.
Some Commissioners have also expressed an interest in the development of South Pass so
that we may increase our number of sports tournaments brought to town.
The process mandated by state law requires any bond reauthorization proposal using HMR
taxes to first be passed by the A&P Commission, followed by the City Council, and finally by
the voters in an election.
I will be happy to bring before the A & P Commissioners at our January meeting the proposal
to conduct a survey of Fayetteville citizens' priorities for capital projects. Because the 2013
budget has already been approved, I am not able to commit funds for the survey from the
Fayetteville Advertising and Promotion fund without authorization of the Commission.
