RECOMMENDATION: Approve Task Order Number 8 in the amount of $18,000.00 with MCE for design engineering, bidding services, and project oversight for Phase II of the Pavement Rehabilitation Project to complete rejuvenation of the remainder of the asphalt pavements at the airport. Signature of the Mayor. BACKGROUND: The Airport board approved the submission of this project for consideration at the April Airport Board meeting. Last fall the Airport received grant funding from the FAA and the Arkansas Aeronautics Commission for Pavement Rejuvenation Project which was used for the Runway and most Taxiways. There was not enough money in the project to complete all pavements as the FAA was in a time of temporary funding from Congress. We received notification that we have our annual entitlement available for 2012 which is enough to complete rejuvenation of all remaining asphalt pavements this year. We will be able to complete South taxiway "B" and east and west side parking aprons. This project will only be completed with receipt of Grant funding. Initial design costs will be incurred in order to apply for the Grants. This project will be funded FAA 95% and State 5%. Should the Congress require that the FAA only fund 90% of the expense, approximately $8,600.00 will be required from Airport Fund to complete the Project. It is not yet known whether the 90/10 rule will apply for 2012. The referenced basic agreement pertains to proposed improvements to Drake Field, Fayetteville Executive Airport. RECOMMENDATION: Signature of the Mayor requested on FAA grant application documents. BACKGROUND: Bids were received for the construction portion of the project 5/17/12. The total grant request to the FAA is $132,527 amounting to 90% of the project cost plus a 5% project contingency. A separate item was prepared for the City Council's June 19th Agenda to approve the construction contract, grant applications and receipt of the funding, and associated budget adjustment. This application for funding does not require Council approval since the City's match portion is less than $19,999. (b) The Sponsor will acquire within a reasonable time, but in any event prior to the start of any construction work under the Project, the following property interest in the following areas of land* on which such construction work is to be performed, all of which areas are identified on the aforementioned property map designated as Exhibit "A": Not applicable (c) The Sponsor will acquire within a reasonable time, and if feasible prior to the completion of all construction work under the Project. the following property interest in the following areas of land* which are to be developed or used as part of or in connection with the Airport as it will be upon completion of the Project, all of which areas are identified on the aforementioned property map designated as Exhibit "A" *State character of property interest in each area and list and identify for each all exceptions, encumbrances, and adverse interests of every kind and nature, including liens, easements, leases, etc. The separate areas of land need only be identified here by the area numbers shown on the property map.
