A RESOLUTION AUTHORIZING ACCEPTANCE OF A 2011 ARKANSAS
DEPARTMENT OF ENVIRONMENTAL QUALITY RECYCLING GRANT,
THROUGH THE BOSTON MOUNTAIN SOLID WASTE DISTRICT, IN THE
AMOUNT OF $18,500.00 FOR RECYCLING CONTAINERS FOR THE
APARTMENT/FESTIVAL RECYCLING PROGRAMS, AND APPROVING A
BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTE VILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
acceptance of a 2011 Arkansas Department of Environmental Quality recycling grant, through
the Boston Mountain Solid Waste District, in the amount of $18,500.00 for recycling containers
for the apartment/festival recycling programs.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached as Exhibit "A".

Subject: Resolution authorizing the Mayor to accept 2011 ADEQ Recycling Grant Revenue of $18,500 for
recycling containers for Apartment and Festival recycling and approving a budget adjustment
RECOMMENDATION
Fayetteville City Administration recommends approval of a resolution for the Mayor to accept a 2011 Arkansas
Department of Environmental Quality (ADEQ) recycling grant though the Boston Mountain Solid Waste
District for $18,500 for recycling containers for apartment and festival recycling and approving a budget
adjustment to accept the funds and allocate them into a capital project. Due to limitations in grant funds
available through the District, the original grant request amount had to be reduced from $23,500 to the amount
shown with this acceptance request. The resolution number for applying for this grant is 90-11.
BACKGROUND
Each year the Arkansas Department of Environmental Quality issues recycling grants through local Solid Waste
Districts to help fund recycling programs. The City has benefited from these grants in the past. The Boston
Mountain Solid Waste District compiles the grant applications and submits them to the Solid Waste Board for
approval at their August Board meeting. The City applied for this grant in 2011.
DISCUSSION
Boston Mountain Solid Waste District approved the City for this grant in 2011. It will be used to purchase
recycling containers utilized in the newly developed apartment recycling program and festivals as needed. The
recycling containers are specialized and can be used in conjunction with our source separated collection
requirements of the recycling program. To date there are 4 apartment complexes over 100 units in size
participating in the program. Staff is diligently searching for additional complexes to participate. Recycling
service is provided by setting containers for one day and then moving the containers to another complex to
better utilized recycling resources and reduce contamination.
BUDGET IMPACT
The recycling grant award is not a matching grant. Funds are needed to cover freight and taxes as grant funds
cannot be used for those expenses. There is sufficient funding in 5500.5060.5225.00, Recycling Containers, to
cover this expense. The budget adjustment is attached to recognize the grant revenue and add it to the
Recycling Container ADEQ Grant project budget.
