That the City Council of the City of Fayetteville, Arkansas hereby awards Bid #12-17 and authorizes the purchase of one (1) tandem axle diesel spreader from MHC Kenworth of Springdale in the amount of $156,444.08 for use in the biosolids management wastewater project. Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment, a copy of which is attached as Exhibit "A". RECOMMENDATION: Bid 12-17 was opened on January 17, 2012. 12 bids were received. A bid tab sheet is attached; the six lowest bids are numbered for easy reference. The two lowest bids from Truck Centers of Arkansas do not meet specs: they do not have disc brakes nor the warranties required by the bid. The third, fourth, and fifth lowest bids are all "Option 1" bids. The sixth lowest bid from MHC Kenworth of Springdale is the lowest "Option 2" bid. With Option 1— the width of the spread is determined by the speed of the truck — for a wider spread the truck must go faster. With Option 2 — the width of the spread is determined by controls in the cab of the truck. If the driver needs to drive slowly because of conditions he can still have a spread of whatever width is required. Fleet and Wastewater have agreed that Option 2 is needed. I recommend acceptance of the lowest Option 2 bid from MHC Kenworth in the amount of $156,444.08. This purchase was unanimously approved by the Equipment Committee on January 31, 2012. BUDGET IMPACT: This unit is an expansion for use by the Wastewater Treatment Plant as part of the Biosolids Management project for processing Beaver Water District waste water residuals. Capital funds (which are available in the Water & Sewer fund project 02068.1) will be moved to the Fleet expense account for the purchase. RESOLUTION NO.
