Background: The Fayetteville Police Department has utilized the Mobile Vision in -car video recording systems since 2003. In 2007, the department completed the transition from VHS recorders to digital video systems. Those systems have reached their end -of -life and are scheduled for replacement. • Discussion: Bid Waiver Ordinance No. 4551 waives the requirement of formal competitive bidding for as long as the Fayetteville Police Department uses Mobile Vision in -car video systems. The Mobile Vision back -end server solution is still viable and under a current maintenance contract. A different system would require a separate server. The City currently owns seven (7) of the upgraded DVR systems which would still require the use of the Mobile Vision back -end server. The replacement systems will require minimal installation time and expense with the reuse of the current wiring harnesses. These savings would not be possible if a different system were purchased. Budget Impact: This is a Capital Improvement Project scheduled replacement. Project cost is $181,547.55 of the $185,000 project budget. That the City Council of the City of Fayetteville, Arkansas hereby finds that such circumstances constitute an exceptional situation where competitive bidding is not feasible or practical, ind waives the requirements of formal competitive bidding for as long as the Fayetteville Police Department uses Mobile Vision in -car video systems, and approves the purchase of four (4) additional in -car video systems from Mobile -Vision, Inc. in the amount of Fifteen Thousand Nine Hundred Forty Dollars and Ninety Cents ($15,940.90).
