A RESOLUTION AUTHORIZING THE MAYOR TO APPOINT UP TO
SEVEN (7) PERSONS TO SERVE AT THE PLEASURE OF THE MAYOR AS
A KEEP FAYETTEVILLE BEAUTIFUL COMMITTEE TO FACILITATE
CREATION OF A KEEP FAYETTEVILLE BEAUTIFUL AFFILIATE TO
WORK IN COORDINATION WITH KEEP ARKANSAS BEAUTIFUL AND
KEEP AMERICA BEAUTIFUL, AND SUNSETTING THE AUTHORIZATION
FOR THIS COMMITTEE UPON INCORPORATION OF A PRIVATE NON-
PROFIT ORGANIZATION
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Mayor to appoint up to seven (7) persons to serve at the pleasure of the Mayor as a Keep
Fayetteville Beautiful Committee to facilitate creation of a Keep Fayetteville Beautiful affiliate
to work in coordination with Keep Arkansas Beautiful and Keep America Beautiful.
Section 2: That upon incorporation of a private non-profit organization by Keep
Fayetteville Beautiful, the authorization for a City committee shall cease.
Section 3: That, pursuant to the requirements of the Arkansas Constitution, no City funds
shall be appropriated or expended nor City labor used for the benefit of any private non-profit
purpose associated with Keep Fayetteville Beautiful, other than as consideration in a contract for
public services.

Subject: A resolution supporting and approving the creation of a Keep Fayetteville Beautiful Committee
RECOMMENDATION
The staff and administration recommends a resolution supporting and approving the creation of a Keep Fayetteville
Beautiful Committee.
BACKGROUND
Keep Arkansas Beautiful is a state certified affiliate of Keep America Beautiful Inc., the nation's largest community -
improvement organization. Nine communities in Arkansas are local certified affiliates of Keep America Beautiful:
Hot Springs/Garland County Beautification Commission, Keep Faulkner County Beautiful, Keep Jacksonville Beautiful
Keep Little Rock Beautiful, Keep Newport Beautiful, Keep North Little Rock Beautiful, Keep Ozark Beautiful, Keep
Sherwood Beautiful, Keep Van Buren Beautiful, and Pine Bluff/Jefferson County Clean and Beautiful. Across the
country, nearly 600 cities, towns, counties and states are implementing a community -improvement model as certified
affiliates of Keep America Beautiful.
Beginning in April a committee made up of volunteers and City staff embarked on 4 month process to become a certified
affiliated of Keep Arkansas Beautiful and Keep America Beautiful. During this period the committee worked in sub
groups to develop a final report that is part of the certification process. The report includes information on the
organizational structure, litter index that was conducted and focus areas researching local ordinances and waste collection
and recycling programs.
Keep America Beautiful has three main focus areas: 1.Litter Prevention, 2.Beautification and Community Greening, and
3.Waste Reduction and Recycling. The guiding principles of the organization are individual responsibility, education,
partnerships, and volunteer action. The Keep Fayetteville Beautiful mission statement is: Helping create pride and
responsibility in our community environments.
DISCUSSION
The resolution will create a City committee with an appointed Board made up of volunteers to conduct the activities of the
affiliate along with a coordinator position to be filled by the City's Waste Reduction Coordinator position. The goal is to
have the Board develop into a 501 C 3 non profit which can contract with the City for services relating to litter prevention,
waste reduction and recycling programs and services.
BUDGET IMPACT
Funding will include fundraising and sponsorship along with donations and grants during the fiscal year 2013.
