A RESOLUTION AUTHORIZING THE PURCHASE OF TWO FULLY -
EQUIPPED CHEVROLET TAHOE POLICE PURSUIT VEHICLES FROM
BALE CHEVROLET OF LITTLE ROCK, PURSUANT TO A STATE
PROCUREMENT CONTRACT, IN THE TOTAL AMOUNT OF $109,570.00,
AND APPROVING A BUDGET ADJUSTMENT
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the purchase of two fully -equipped Chevrolet Tahoe police pursuit vehicles from Bale Chevrolet
of Little Rock, pursuant to a state procurement contract, in the total amount of $109,570.00.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment, a copy of which is attached to this Resolution as Exhibit "A".

BUDGET ADJUSTMENT DESCRIPTION / JUSTIFICATION
Funding to purchase 2 Chevy Tahoes to be used in the Police Take Home Vehicle Program. The cost of the
vehicles with equipment provided by Fleet is $40,000 each for a total of $80,000. The Police Department provides
the computer, radio and video equipment for a cost of $13,200 each or $26,400. This funding will be provided by the
Court fees for Public Safety vehicles ($29,570) and Police Impact Fees ($76,830). The on-going replacement and
motor pool related charges of $227,472 will be charges to IRS forfeitures collected to date.

Purchase of two Chevrolet Tahoes for expansion
Recommendation:
On May 8, 2012, the Equipment Committee approved the addition of two (2) Chevrolet Tahoe (2WD) Police Pursuit
Vehicles (PPV). The recommendation is for the City Council to approve this purchase off the State Vehicle Contract from
Bale Chevrolet in Little Rock, AR in the amount of $50,186. Also approve a budget adjustment in the amount of $109,570
which covers the total cost of these vehicles fully equipped with mobile data terminals, mobile video recorders, radars,
cages, consoles, etc..
Background:
The police department has not added any expansion vehicles to its marked patrol fleet since 2005. Over the past 7 years
approximately 48 street miles have been added to the City of Fayetteville due to new development, which is 9% growth.
The Tahoe, which is rated for police use, addresses a number of logistical concerns unique to our current situation.
Officers must have more available vehicle space to meet on -hand equipment needs. Increased technology like the mobile
data terminals, in -car audio/video recording equipment and automatic vehicle license plate readers require additional
space in the automobile's cabin, so there is less and less space for the officer and/or a passenger. In 2011, five Chevrolet
Tahoe PPVs were purchased for the police department. Early fuel usage comparisons have revealed the Chevrolet
Tahoe and Ford Crown Victorias receive equal miles per gallon. However, the city shop has incurred less maintenance
costs with the Tahoes.
Discussion:
The start-up cost of purchasing enough vehicles for a take-home program prevents most police departments from
benefiting from this arrangement, and for this reason we are attempting to phase in this system. In 2011, the police
department began a take-home car program with 5 marked patrol units. Eligibility for this benefit is based on an officer's
seniority and requirement that he/she resides within the city limits. A take-home car program benefits both officers as well
as our citizens: 1.) the presence of marked patrol cars has a positive effect on crime prevention and community policing
efforts. Residents feel safer. 2.) take-home vehicles last longer because officers have a sense of ownership in the car,
and when a police vehicle is not being used 24/7 by several officers, the patrol vehicle takes more time to reach the
replacement mileage threshold. 3.) officers with take-home cars are more readily available to respond in a case of an
emergency or critical incident. During the commute to work, they are connected by radio and computer to all calls for
service and can instantly respond if needed. 4.) officers utilizing take-home vehicles will not need to spend approximately
a half hour every shift loading and unloading required equipment and performing inspections for damage and contraband.
5.) a take-home car program is excellent for recruitment and retention of police officers, and it allows us to compete with
our neighboring agencies in Springdale, Rogers and Bentonville.
Budget Impact:
The $109,570 to purchase the fully equipped Chevrolet Tahoes will be funded out of Police Impact Fees and fines
collected for unregistered motor vehicles as defined in A.C.A. 27-14-3. The $157,552 to fund the first six years of
operating expenses (maintenance, overhead and insurance) and replacement charges, and the $69,960 to fund the
second six years of operating expenses would be funded with federal forfeitures. There would be minimal impact to the
Police Department's operating budget for fuel usage for the officer to commute between work and his/her residence.
